Kala looked at the audience, frowning a little as she tried to guess the assistance. Then she wrote something she passed on to a Factotum and focused for a brief moment on her notes.

Throughout the course of the discussion, Sasha had been quietly talking with the other Sensates, progressively looking more restless and fidgety. During the long and awkward pause after GarenÂ’s question, she finally worked up the courage to stand up and speak. Her words came slowly at first, with a bit of a stutter, but she gained confidence as she went on:

“Ladies, Gentlemen, and Factioneers, I may not be a highly ranked member of the Society of Sensation, but I am a resident of this city, and I care deeply about its safety. Factor Ta’Kan has stated that this bill is intended to promote cooperation. But is it? If this were about cooperation, we would be here discussing who to build statues of in commemoration of the heroism that drove back the Far Realms invaders. Instead, we’re apparently trying to pin the incident on the Mercykillers or Triad!

“From the beginning of the invasion, I personally witnessed members of the Triad working tirelessly against the invaders, and against the corruption in their ranks. The officer Hograth – I’m afraid I do not know his exact position in the Harmonium – was on the scene of the first wave of invaders, organizing the response. He also worked to investigate the corruption in the Guvners and Harmonium before it was widely known.

Here she turned to the Fated, focusing on RaÂ’zeth, her eyes flashing blue.

“In fact, I know that at least Factor Ra’zeth here owes his apparently good health to the actions of this Harmonium officer.

“Also throughout the entire invasion, I witnessed members of the Mercykillers – especially now Factor Charae – working tirelessly to drive back the invaders. If it were not for their actions, there would still be a Far Realms presence in the Lady’s Ward.”

She had now lost her initial stutter, and spoke clearly and earnestly.

“So let’s stop blaming the Triad for the invasion. After all, if we’re going to throw blame around, we could just as easily pin it on the Bleakers, who allowed a rift to open, grow, and be used by the Far Realms invaders for days, if not weeks, before the Harmonium locked the Gatehouse down. Which makes me wonder. . ."

She turned to the Dustmen: “If the Dustmen really wanted to help their Bleaker allies, why didn’t they help before the Harmonium arrived? Why was it instead a coalition of Mercykillers, other factioneers, and independents who investigated the troubles in the Gatehouse?

“Now I don’t want the Triad to rule over us all with an iron rod. I don’t want them marching into the Festhall. But first of all, it sounds like it’s already illegal for them to simply do so anyway. And secondly, the rest of the bill worries me.

“Point three: the Triad should not use ‘independent proxies’ – why? Because of a rumor that Factor Ta’Kan heard about how some investigation somewhere might have been conducted? We can’t pass laws based on rumor!

“Or point four: members of the Triad shouldn't be allowed to wear their colors in bars around Sigil. So some poor Harmonium Namer can’t stop in a bar on his way home from work? Again, why? It tramples on the rights of businessmen to set their own standards for who they will and will not serve, and its not going to actually make us any safer. If we want to stop attacks, we should put more resources towards hunting down the terrorists who were responsible for the bombs and murders in the first place!

“So I would urge my own faction, and other factions still neutral on this matter, to either vote to rewrite the bill, as Judge Seph suggested, or to outright reject it.”

Sasha then hurried back to her seat and sat down.

"You really want to shut the rumors, human. Could it be because you are afraid of them? Because some rumors had their own version what your Faction did with invasion. One rumour, actually. Could not resist chasing senses, no matter how dangerous they are?

And despite rumors some spread, Heartless fought not to cover up shame, unlike some of us. These so called "rumors", useful little things to throw around how you wish.

Independent proxies...

Why not make new Faction of making population's life difficult? Wait, that sounds familiar. Ah, that's right.

While we are on topic, let us remember how much money city needs to recover from wrought destruction. Adding taxes from previous months of activity could help. Like small artisan tax. There was quite a number of goods with very popular magic created."

Emila sat attentively through the statements. Her smile as she was directly questioned suggested she had an answer already one she had been hoping to give. She waited though, a question had been asked of Kala first so she waited her turn.

Somewhere during the debate and those who gave independent speeches, a man in black hued full plate could be seen entering the chamber. He would be covered from head to toe even wearing a full faced helmet.

The Only identifying attributes would be the Dustmen badge on his attire, as the man carried no weapons or any trinkets.

It would seem he was only there to listen and to take into account the situation of The Cage, more-than-likely to just be a part of the know-how.

Ra'zeth could barely hold back his laughter at what Sasha said, replying after her speech was over.

"Just so ye know, I asked fer Hograth's 'elp, which he gladly provided, but since a kind guvner 'ad a bit o' a corruption issue, I was forcefully transferred tae zhe Bleaker madhouse tae be experimented upon. Zhe Harmonium were powerless in zhe matter, for 'twas non other than a bureau chief who zhe invaders got intae. I owe zhe Triad nothing fer zhat, in-fact I might aswell demand payment fer zhe damages done tae me 'lready messed up 'ead.

An' tae give ya a different perspective which yer husband migh' nae 'ave told ya... point one, zhe Mercykillers were too stubborn tae accept any 'elp frem us non-lawful factioneers an' paid the price fer it. Point two, zhe Dustmen are nae an army, neither are zhe Bleakers; an' since zhe poor bleakers were locked inside under a bureau chief's orders, ye cannae exactly help zhem, can ye?"

Charae calmly stood up and addressed the hall, "I would like to mention that Ra'zeth's testimony about the Mercykillers being too stubborn to accept the help of non-factioneers is a blatant lie. It is common knowledge that the Mercykillers recruited outside sources due to the lack of manpower we had after our Factol's corruption. It is also common knowledge that the Mercykillers coordinated with the Godsmen's research into finding effective means to combat the invaders, an endeavor I personally helped fund. We accepted help during the final cleansing of the Lady's Ward and paid these non-factioners for their service to the city. So I am confused as to what ground Factotum Ra'zeth thinks he stands on by claiming anything about the Mercykillers.

In fact, it is also common knowledge that in the middle of the invasion's worst times, the Takers compromised a Mercykiller operation to rescue our Factol from the ranks of the corrupted. They abducted her and then attempted to manipulate the Mercykillers into unlawfully attacking the Sensates in Arborea for her return. They could have rid the Lady's Ward of a growing threat, yet they chose to take the route of profit and benefit from the deaths of countless factioneers."

“It would seem to me, Mr. Speaker, that this pending law is being based on the events of the Far Realm invaders and what they did, or didn’t do, to the city. It would seem that it would be rather foolish of us to enact a law on these events when the involved factions can’t even agree on what the events actually were! It would be a huge miscarriage of justice to debate a law without knowing all the facts involved and to understand why it might be needed or not.

Again, I call on the council to adjourn the vote until a committee can ascertain the ins and outs of the law, come to agreement on the events leading up to the requiring of the law and then submitting their findings to the council.

Arguing over why the law needs to be passed, without actually agreeing on why the law needs to be passed, makes a mockery of this council.”
