Kala finally raised.

The Believers of the Source are the grand architects of Sigil, we craft we shape, everywhere the hammer cling you can hear the song of the forge, everywhere the hard battle for greatness and excellence is fought you can hear the song of the source. All we seek is to continue the constant quest for betterment. If you ask us about our motivations, you know that they aren't modest we want to reach the divine and beyond, this is why we are labeled Godsmen by those who lack our ambition or simply do not understand. For our role within this city, I think everyone knows it, if you want something to be made, we are here. We are also here to make sure everyone has a chance to develop one's potential, this means keeping the political balance of this city is important. If you ask what we want ? Ideally we'd like to control all this city and rule over at as gods kings...

She paused to smile, a bit amused.

But I'm afraid that isn't something reasonable nor politically correct to say, because we all want the same thing and I know someone who is going to maze all of us before we even try.

No... I think the biggest problem at the moment is that we do not have enough leashes around non-factional activity, while we fight among ourselves they can do whatever they want. They refuse to pay taxes, they craft their own equipment and weapons without permits, build their houses and they even show disdain towards those maintaining order. What we need is more levers to pull, to keep out the most valuables activities away from non-factioners, or make them extremely difficult and highly beneficial for the city's chests. People must understand we rule this city and they have to play with us the Factions or not play at all.

Sasha stood up after Kala's speech.

"Hello everyone! I didn't come here with a list of demands or anything . . . I mean, there are some things I'd like to suggest that I think would benefit the city as a whole, but as far as the Society of Sensation's agenda goes, we like it when things run smoothly in the city. As long as there's a fair balance of power, and nobody trying to interfere with our business . . . " Here she glanced in the direction of the Fated seats, ". . we're happy."

"As for my own suggestions, I would like to propose an increase in public holidays and festivals. Life can be rather nasty and unfair in the Cage, and I think it would go a long way to making everyone happier.

"Also, since Choit brought up the topic of immigration, I think that there should be some sort of recourse for new arrivals in the city, to help them get on their feet and become part of Sigil society. Naturally this should be a multiple faction endeavor, since I'm sure everyone wants their fair chance at representation and recruitment. It might even help with the problems Kala brought up. As it is right now, lots of people find themselves in Sigil, and just fall through the cracks, and disappear, which benefits no one. . . except maybe slavers, fiends, and the Temple of the Abyss. . . anyway, I think something should be done about it."

The warlock arose abrubtly as the xaos . His voice as sinister as his dour expression. Much different from his usual disguise of politness.

"If that was all and none wish to debate what was said further I will be the one to speak next."

"It has long been suspected that the long standing pact between the Doomguard and the forces that fought us in the last war has been breached. I need not remind each en evry one of you the dire consequences that would follow if such suspicions were found to be true. We would be forced into a war and I can assure you that our ability to wrought ruin has multipied a thousandfold since the pact was agreed upon. Even the victor of such a clash would never recover and die a slow death from the wounds."

A with a forboding glare he let his gaze travle anti-clockwise making sure that each member recived eye-contact as to remind them of the gravitude of this subject.

As he spoke again his voice was more neutral as the hostile tone ebbed away gradually.


"So for the sake of.. peace. If such illegal activites do transpire under the establishments of those appointed to safeguard the citizens in accordance with the law.. make sure to apprehend and punish these lawbreakers that endanger the very existancence of our city. Our does the law don't apply to you? I must stress the importance of lawkeepers to keep their own laws and abide by them. Not simply abuse them to your own gain. Your first duty is to the law always."

His tone grew more appaling as he continued.

"All officals are to be equipped by the smiths of the Armoury by the Doomguard as declared in the truce agreement. That is the law and it must be kept! or there will be a disasterous wake of its dissolution. Nothing short of a Third Uppheaval."

Charae smiled as the Doomguard spoke of old agreements. Once Mauric finished, the dark elf leaned forward in her chair.

"Well spoken, Mauric, however there is a certain underlying issue. The Doomguard seeks to be the sole proprietor of armaments for the forces of the Cage, yet in the past there was a scandal where the Doomguard denied supplying Harmonium troops. That resulted in a number of incidents where Harmonium and Doomguard forces openly fought in the streets. It affected the Mercykillers as well, as we had to reach out and aid our ally in the Triad to ensure their faction remained well-equipped. That led to further conflict, as you might imagine.

If peace is what you are interested in, then I believe every faction here would want a measure of assurance that the Doomguard won't attempt to abuse their position and repeat this behavior."

Emila stands next. There is a rather undustman like smile of amusement on her face.

"It would appear that the other Factions do not wish to make opening statements in the manner The Fraternity suggest. Instead they wish to launch straight into discussing policy. Except for the Xaos. They appear to be following the rules admirably."

She offers a nod in the halfling's direction.

"The road to true death is one I yet have a way to travel on as I appreciate the irony of this. Out of respect to our hosts though I will simply state my Faction's role in The Cage and leave discussing policy to the appropriate time."

She gestures to The Fraternity delegates as she mentions the last part.

"We are The Dustman. The Dead. We are responsible for the care of Sigil's dead, the disposal of their bodies and the recording of deaths and the execution of last wishes. I look forward to discussing the distribution of responsibilities with you all and it is my hope we can find a way to share them in a way we all find agreeable."

She calmly sits back down.

Charae rolled her eyes, a look on her face as if to say "oh, here we go now."

"Only two factions have spoken their statements, Factor Emila," she said. "Let's try not to jump to conclusions before the rest of the factions have their chance to speak."

The dark elf stood up, smoothing out her red and black ceremonial robes.

"With that said, the role of the Red Death within the Cage is a diverse one. We house the criminals of the Cage and dispense punishment fitting of the crime committed by the incarcerated in a way that fits the crime so that Justice is met swiftly and exactly. When one is convicted of crimes, we also send our justicars to track them down no matter where they hide in the Multiverse and no matter how long it takes for us to find them. Those are our primary responsibilities. We are also a member of the Triad of Law and cooperate closely with the Harmonium, offering them assistance and advisement as well as being a martial arm for them should they need us. We operate alongside the Fraternity and pass sentence on those that their organization interprets as guilty as according to the law laid out by the city council."

"It is my hope that at the end of this summit, matters that have caused an increase in the tension within the city will be settled and we can once again all enjoy a new age of collaboration and factional unity."

Charae took her seat.

She counts on her fingers.

"Before me was the Xaos, The Doomguard and then you. Unless that wasn't your opening statement and your opening statement and this is, but that would just mean you were intentionally interrupting the others. But why would you do that when we have specifically been asked not to?"

She doesn't stand up to speak she does so from where she sits her smile of amusement grows.

"I'd expect that from the Xaos and possibly The Doomguard but not the Red Death. I am pleased to see you are so enthused by the suggestion put forward that all the Factions swap roles, but please try to remember it is only a suggestion at this time so you don't have to jump into the role just yet."

She grins and winks playfully in the Drow's direction.

"Would someone else please make the next statement before this summit devolves into another ego-stroking contest? I'm not interested."
