The Athar
A high athaon, a width challenged gith at that, rises up to pronounce their take on after a prompt by a Factor of their own. He speaks with a strong and spiky accent.
"This bill does not concern us. We agree, so that we can move on."
Bleak Cabal
One of the few Bleakers gets up slowly, the attire worn by her is charitably put, humble one drained color gown. Despite them being used as an example previously for the said bill, the said faction representative does not feel it truly matters. She indifferently states with a monotone voice.
"Bleak Cabal will... Abstain..."
With that said, she sits down.
Dustmen
As the dustmen had already previously been strongly for the bill along the Godsmen, as such it comes as no surprise that they continue to do so. This time by a prompt of a decaying corpse in a suit. The voice rumbled is dry, hollow and lifeless, pun unintended.
"Theee Deeeeaaad agreeeeeesss toooo theeee teeeermmmmsss."
The said presumably awakened zombie appears to have some difficulty to become re-seated with the rigor mortis no doubt causing mobility issues to it.
Transcendent Order
This faction had shown an unusual amount of restraint for not being among the first to vote, but rather among the very last. A sturdy dwarf making his concerns known in no certain terms.
"Cipha' vote fer nee. Yon bampot bill be a habble fash! Whaer I be frae, 'tis yon nyaff keech."
The dwarf slams back down on his behind, and the other Ciphers strike into a debate quietly with the dwarf. The faction well known for a its mediation between all the factions had an unusually strong reply to the bill, mostly in an accent that escaped most peoples understanding too. But it seemed to get the other Ciphers have a little word with the said dwarf, out of whom can be heard other words of wisdom like "Oxter", "Keech", and "Jalouse". This didn't seem to get only the Ciphers to talk, but others as well pondering why'd they allow the possibly crazy dwarf to speak for them.
Sign of One (Faction representative, not the Speaker)
Last but not least speaks the representative of Signers faction. Still a little puzzled why they had imagined the dwarf to be there and talk in such a peculiar way, must've been something they ate. He coughs a couple of times before finally speaking.
"The Sign of One will vote for the bill. It is a yes."
Vote Results
The golem finishes making its notes, the speaker allows it to finish before clearing his throat and demanding attention and silence among the Hall, waiting for everyone to be able to hear the results:
"We have the results, council representatives; The Bill as defined by Garen Seph of the Fraternity of Order, has been passed. With a resounding ten votes for it, two votes against, and one abstain."
He waits once more for everyone to calm down after the results were given before continuing.
"Only few matters remain, the final formatting of the law, and representative of each faction to be chosen to have the power to govern which officials to allow or deny entrance."

When the vote concluded, Garen smiled and shook the hands of the Bureau Chiefs around him. A smile and nod of respect was also given to Factol Haskar for being permitted to take control of the current session on behalf of the Fraternity. Not only was a potential crisis avoided this day, not only were the majority of Factions satisfied and content, the Fraternity scored a major victory this day. They increased their authority and further cemented their influence in the city through their control of this law and those who would attempt to wield it. This placed them even further atop the Triad and in the arena that was the city. Today was a good day to be a Guvner.
He left the hall and headed back to his office. Soon after;
A bottle of brandy was sent to the hall of records addressed to Factotum Ra’Zeth. The note simply stating; ”May the fruits of your labor taste sweet, B5 Seph.”.
A bottle was also sent to Factor Ta’kan, with the note stating; ”I hope you find this drink a suitable conclusion to your victory in the chamber. Just remember… it’s best not to repeatedly poke a sleeping Wyrm nor underestimate the extent of its reach. Best regards. Garen”.
A note was also sent the Fated. ”This Fraternity Bureau Chief would like to extend his appreciation for assistance to the Fated and, more specifically, Factotum Ra’Zeth for their help in drafting a most satisfying piece of legislation for the Fraternity and the city. It’s this Judges opinion that Factotum Ra’Zeth should be rewarded for his participation and insight under such circumstances. This Bureau Chief, on behalf of the Fraternity, thanks you for your assistance in helping us achieve what we did. Bureau Chief Seph”
He left the hall and headed back to his office. Soon after;

Everything has gone as planned Kala told herself, pushing all sides until the compromise she wanted could be made, then came the details, all side probably had the impression to have won and the goal was achieved.
Certainly, it was just a step forward in an endless sea and in the great scheme of things it didn't mattered much, Sigil would perhaps do better during the next invasion. It also proved that the winds of change could blow again in this city.

Her mind on other matters entirely, Factor Sixthfinger leaves the Hall of Speakers shortly after making her comments heard, trusting her fellow Factor to see things through to a satisfactory conclusion. She glances over the terms in the SIGIS, nods, and doesn't spare the affair another thought, save to offer her approval to Kala when next they meet.
