'The function of the Fraternity, correct me if I am wrong, is to interperate the law and judge innocence or guilt per case. When I said "judge" in reference to the Red Death, it was as I hope everyone understood, in reference to sentencing and ensuring that the sentence is carried out."

Justice Rozalina would nod respectfully at Factors Charae and Swans son before speaking.
"Such..interesting points. Allow me to make one,if I may. Notary..Ta'kan has stated repeatedly that the Harmonium is..always right. Allow me to interject...every Faction believes they are always right. We each,by virtue of our..chosen philosophies feel we have the truth of it.
Stating such is therefor without purpose. It hinders cooperation....which in this City is paramount for us.
Now as my Superior Officers have stated their Positions I of course intend no insolence when I offer my own..opinion into this discussion. I feel that a joint unit comprised of our various factions, sharing certain abilities within moderation would clear up a lot of...our current difficulties..at the very least I personally wish for the Mercy Killers to be..allowed the authority to arrest and detain in order to deliver offenders to the Harmonium when we are..present for a criminal offense and no Harmonium Officer can be..located in a timely fashion. Thusly the Mercy Killers would not be infringing upon the Harmoniums agreed upon authority over arrest...merely assisting our allies in the furtherance of Law and Justice. Of course in incidents where the Harmonium were already present we would simply assist in any was necessary...since true Allies look out for one another. Note that I state "Deliver unto the Harmonium"....for as I said we each depend upon one another, and any attempt to cut each other out of the process is shooting ourselves in the foot. Let us agree that none of us think we could realistically attempt to run a legal system in this place without the others.
I for one would be quite keen for cross training...I find the idea of learning Law with the Fraternity interesting..and arrest procedure with the Harmonium an excellent opportunity..likewise I happily volunteer my time to assist any Harmonium or Fraternity members who wish greater insight or training in how we decide Sentence and administer Punishment.
Rather than state that any who wish to..expand their horizons ought to abandon the cause they have decided to devote their lives and, perhaps, very souls to in order to hop upon another bandwagon..I offer the hand of friendship to those eager to put differences aside in furtherance of..Knowledge,Justice and Law. I will teach any who wish to learn, and learn from any who wish to teach in this case."
Bowing slightly from the waist, she'd sit down.

Mover Bassem raised an eyebrow at the rather long letter Ny'leve handed off to him, and then dashed off a quick note to her, and cleared his throat.
"It seems rather pointless to speak of multiple patrols if we cannot be even assured of one field judge. Or, if the Fraternity lends judges, but they remain in one place, then there is no need for any joint patrol, but rather a joint outpost.
"Either way, Measure Chari mentions the Hive as the place for these patrols, but the Hive is not where the so-called 'bickering' has taken place. Where then, would such a patrol operate that would alleviate tensions in the Triad?
"In terms of working together, the cross training programs hold more promise. Those assigned to participate would be temporary Aides, Notarys, or Namers, working alongside others in their assigned faction for a given period of time."

“Well let’s not assume we can, or cannot, supply the manpower that would be required. At this point, it is simple discussion in an attempt to come up with some viable solutions. It will take people other than us to decide the finality of any plan and what, if any, manpower requirements that could be given.
I would suggest we simply work on a general idea of solutions and leave the specifics to the appropriate teams should we be successful.”

"While I understand your concern with overplanning before hand Chief, plans for the unified teams and training programs really do need some conclusions to be had. This project has been floating back and forth for several months now, but hasn't left the discussion phase. If we don't wish to get into the details right now, then we need to know a few things at least. First, are those of us here in agreement over the notion of the inter-Triad units, and second, who three - one of each faction - will be responsible for coordinating and executing it?
Going by the discussions so far, I'm also assuming that everyone is in agreement over the establishment of a Temple of Law, within which we will convene to coordinate our efforts? I strongly feel that this will be the best way to avoid miscommunication and better achieve our mutual goals in the future. To answer your previous question Vale, I do not feel that nominating a "leader" for it would serve the purpose. Having said that, perhaps we should delegate responsibilities for the Temples general maintenance and operation. These duties will not have any bearing on the actual council, only in who keeps the actual building going. These tasks would ideally play to each of our factions strengths. The Fraternity, for instance, could supply and maintain a library of texts that our councils could refer to when needed- histories, the higher laws, anything that the Fraternity feels could be useful for such. Defense can be handled jointly by the Harmonium and Mercykillers, as we both have forces equally up to the task. If you feel there must be a lead to the defense, then as the Harmonium might lead the proposed unified Triad teams, I'd volunteer the Mercykillers as guardians of the temple.
On a related note, if we do go forward with the headquarters establishment, I'd like to suggest we make room for shrines in its hall. Lets face it; all three of our Factions expect our soldiers to risk their lives on a daily basis, but there is no where in the city for their moral or spiritual needs . I feel that granting such might help with morale across the board.

Ummm *she squirms abit* no Shrines absolutely no. we Stand up for the tenants of Law and the last thing we need is one to piss off the lady and two make even more enemies with including the athar among them. Morale standings should and can be kept to ones self.

((Edit: noted a typo in my previous post. Meant morale, not moral))
Dace quirks an eyebrow. "Shrines in themselves are not forbidden within the city. I don't think we have any wrath to fear unless someone sets up something to one of the explicitly forbidden names, which...I don't think anyone in the Triad is waiting on anyhow. And troop morale is something to consider. Fact is, there are both people of spiritual disposition as well as those who simply wish for counsel on such matters through out the Triad. I only bring this up because as things stand, there really are no places of worship to the Powers of law and Justice within the Cage. The fact that there are centers of worship to demonic Powers instead somewhat strengthens their presence and serves as nothing short of propaganda for the enemy.
Establishing small shrines - whether in the Triad headquarter itself or elsewhere- may go a long way towards countering the impression some in our ranks might get of being rather hopelessly outnumbered, and could also encourage interaction between the ranks when it concerns members sharing the same faith."

Suffice to say the Command center, or temple, or whatever it is eventually called, is a popular idea. WeÂ’ll let the architects worry about shrines. LetÂ’s not let it derail us for the moment. LetÂ’s continue our work as weÂ’re making progress.

Dace nods to Merium. "Fair enough. I do feel that eventually it is a matter to look into even if not in this particular project, but I'll concede to the issue of sticking contrary shrines in one singular spot.
As for the headquarter itself; we'll each need to speak with our respective Factols for a final answer. We'll send word to each of you once ours has given her blessings, or if she's decided not to go forward for any reason. Likewise, we'll await news from the Harmonium and Fraternity. If the Factols are in agreement and have let each of us know what resources they are ready to commit to the project, we should reconvene and put the project into action.
\\ Just throwing this out here; assuming the DM's are okay with this, I would be happy to build said headquarter!
