Recently several bloated corpses have been found in the Hive ward. The creatures have died a rather grisly death, their insides turning liquid and then bursting outwards.
Several people also complain about aching limbs and headache, the Infirmary seeing an increase of patients feeling unwell too.

the hiver Serin, during one of her strolls, stops one of the nurses or medics as these enter or exit the infirmary, asking what the hell is going, being sure to keep due distance from the building and its patients

Serin is told that there is no reason to worry- just another disease. No, it is no plague, there is really no reason to be worried.
She hears some people talking about this nearby- it seems someone carried some disease through a portal into Sigil. Or perhaps it is just the water? Or something was found in Undersigil that caused the infection? Perhaps it is just the Hive with its dirt and vermin?

serin smiles nicely at the one she's speaking to and says that such is very good news and asks how they cure it , since there's nothing to worry about

She is told that the usual application of chamomile tea, rest and prayers to whatever power the victi... err.. patient follows is applied.
No leeching for them as strangely the leeches pop into goo as soon as they are applied.
So far mortality rate has been about 75%. But hey- really nothing to worry about. Everything under control.
Or so they say.
If she looks around she will notice that some hivers show bloodshot eyes, some bleeding from the nostrils and ears. They are avoided by the others, often driven away with violence.

''fook yeah, ah' do see...'' she comments nodding to the one saying there's nothing to worry about. ''tell me when ye start trying with hot water bags, broth soups and lotsa o' love to cure them poor sods, 'kay?'' says as she wiggles her fingers goodbye, taking a swift cautious distance from the place, avoiding berks and the usual annoying ooze puddles portals that scar the streets of the hive.
after that she'd quietly spend some days high on the roofs of the part of the city bordering the hive, across the ditch, reserve of bub and chips (and eventually some magical protections against diseases, should they ever serve in case of need) next to herself, peering down at the hive streets, at the infirmary, the ditch and other passageways , to see what else would happen. not being either a priest or a healer, nor a charity woman, she'd just stay far from that shit going on, for now at least.

While the healers do their best and are even sopported by some priests the disease continues to spread.
People are seen looting the corpses and soon afterwards showing signs of sickness themselves. Those trying to clean away said corpses are getting infected too.
Soon several healers show signs of this affliction and this results into the infirmary closing its doors- adding to the chaos and dispair.

after some days of this watching, serin goes to the hall of information , goes to the steward fixing an appointment for the Land Registry office and the Health Commission bureau, the Priests' registry and Wizards' registry and pays the fees, then waits for when the appointment is set.
when is time for the appointment , serin goes to the first office and asks to see a landowning map or list of the hive, showing what is the value of the various properties and the names of the relative owners and which ones might be on sale -!!EDIT!!- and on rent, in the marble district, in its surroundings, and in the rest of the hive, at least those properties for which there's some papers telling what she's curious to check.
at the Health Commission she's simply request a list of the (best quality) healers and hospices available in the city.
same with the priest and wizard's office, she'd take a list of those presents.

Mean while in the hive the doors to the Mortuary open and a procession of dustmen robed and masked makes their way onto the streets of the hive. Whether they are simply the walking dead or they are protected from disease they seem to have no fear of the plague. The only one without masks and a robe stands at the front of the group, a red haired queen eyed woman. The dustmen seem to be gathering the plague's victims. Both living and dead. When she speaks she seems to address both.
"People of the hive, my faction has always told you that this existence is to harsh and cruel to be real life. Look around you know and see the proof of this, but do not fear. Fear is an emotion and it will halt your progression towards true death, and that is the salvation I would offer you."
She reaches out and with the utterance of a spell a waves of positive energy washes over one of the plague victims and the immediate symptoms of his condition seem to recede.
"It would be a waste to cure you however if you are unwilling to embrace the pursuit of true death for you would only fall victim to this again, so what we ask this. For each family that we cure of this one member of it will join our faction as namer, and in doing so you will by salvation not just for yourself but those you love. As for those for whom we have arrived too late or those who refuse our offer, worry not we will save them too."
At this Emila smiles as she utters another spell and a ave of negative energy sweeps through the hive and slowly the bodies of several of the plague victims rise, and the dead begin to walk.

Serin's research is of mixed success- the landowner's records are spotty at beast and nonexistant at worst and the clerk advises her that she need to visit each property she is interested in herself and it is up to the locals to negotiate with her-
which most likely means shooing away the squatters and showing the rest of the lowlifes that 'it is hers and hers alone and get off my lawn or else!'.
The list of healers and magic users are more helpful and she can find a few who might perhaps help her:
The first is a cleric of some sorts, living in the Clerk's ward, going by the tag of Flara of Ilmater.
The second is a self proclaimed 'Scholar of Decay'- some nutcase living in the hive called Sver Thenn.
The last is called Wilsa Three-Step- some say she is some celestial in disguise, some say she is a self righteous pain in the ass but all agree she has some healing powers and knows a lot about diseases, curses, poisons and similar afflictions.
(( if there are any PCs who want into this they may add themselves to the list of course))
In the meanwhile in the Hive....
The people are used to the dusties more than ever these days so Emila's procession of the Dead is not met with much surprise or fear.
Yet as soon she starts to speak a crowd assembles, listening to what she says... and she might see that her offer results in a mix of emotions.
Some are afraid, even disgusted to see their loved ones raise as undead, others dare to hope again, the healing and the careeer she offers a way out of their misery.
But of course noone cheers when she finished, the crowd is silent but for the whimpers and moans of a few infected nearby.
Then a man steps forward. "I take your offer, lass. I join you Dusties and you heal my family." A few others follow- none of them too excited- the rest of the crowd waiting, not yet trusting the dustmen as everybody in the hive is no stranger to empty promises.
