Miranda Illdesserin, a new merchant to Sigil and a Red Wizard of Thay can be seen pouring over any and all legal documentation about slave matters in Sigil both legal and illegal in nature, sparing no expense and scrutinizeing every detail that she can find.

//If aomeone can post more information on how Sigil handles slavery both in legal and illegal matters here for her investigation i would appreciate it, or if a dm has free time send me a nudge in game.

[Miranda discovers that beneath all the complex documents and verbosity, the Sigil slave laws are really rather simple and are as follows.

-All persons dealing in slavery (i.e. selling, buying, trading, trafficking, owning), must register any and all slaves complete with their respective term of slavery in (i.e. Indentured servitude, lifetime slavery, etc.)

-All persons dealing in slavery must possess and provide on official request the Title of Ownership for each slave.

-Inability to produce a Title of Ownership will result in forfeiture of the respective slave and penalty fines levied against the transgressor.

-Sigil recognizes known slavery documentation of extra planar nations, but requires that incoming slaves are registered in Sigil and that a Sigil Title of Ownership is exchanged for the original.

-If no Title of Ownership can be provided, then the slave is registered on the free market and put to public auction.

-Titles of Ownership will not be granted without proof of possessing the slave in question.

-All registered slavers are permitted to detain and apprehend escaped, lost, or unattended slaves until such time as the original owner provides the Title of Ownership and reclaims their property.

-Interim slavers are required to register any slaves they apprehend.]

(((I must comment on this quote, call it a Fraternity clarification)))

-If no Title of Ownership can be provided by any party, and the slave can prove they are not legally owned by a lisenced slave owner, then they will be considered a free citizen of Sigil until such a time as they re-enter the slave trade due to future circumstances.

At no time will anyone, slaver or not, apprehend or enslave a citizen of Sigil without legal permissions to do so. Past ownership rules do not apply when the current status of said citizen is "Un-owned or Free".

In the streets in and around the Bazaar, the slavegirl called Ticla still walks around with a magical chain around her neck, that will choke her should she remove herself too far from the bazaar. She wonders when this demon slaver will return, or whoever does own her will return.

She's also searching where to go, or where to stay in her position as a slave, as she cannot find any behaviour, and curtosy laws she as a slave should keep too.

Hesitantly she shuffles back to the Bazaar, her right hand on the chain that's firlmy around her neck, afraid it would tighten it's grip at any move she makes.

likely she would find Jall, as usual in bazar. the halfling would tell her she spoke to garen after he spoke to ticla, so is informed about the last developements

''so, let's take these chains off you, somehow. the kyton must remove them. where the idiot might be hiding?...'' looks around ''hm...perhaps some scrying will find him...or we can call for the hardheads to go snag him since he disrespected sigil laws...but still, where to yank him?...'' looks at the chains ''if they start choking i'll cast a spell for your body on you, to make it tougher and harder. should help for a time.''
