A short note is sent to Jingo

“Salutations Jingo.

An opportunity has arisen that I think may hold a great deal of interest for you. As you are no doubt aware, the Fated, alongside the Mercykillers, have begun a program to go after the taxation debts of many of the cities inhabitants. As you might guess, a large amount of jink is at risk of being “written off” and lost as many debtors are forced to serve time and sentence instead of actually paying their bills.

The Syndicate, in partnership with the legal arm of the Consortium, has decided to track down as many of these debtors to negotiate terms on which the taxes will be paid instead of being turned into jail time. I’m sure the Fated are much more interested in collecting the debts as opposed to trading jink for “time Served”. What I propose to you is to meet me at the hall of records and assist me in going over public records as to who owes what and how we might contact these people so I can negotiate the purchasing of their debts.

What you stand to gain from this is not only a small percentage of the amount of each debt secured, but also a boost from within the ranks of your faction as it will be your name on the bottom line of each debt collected. As the amount risesÂ… no doubt so would your influence.

Should this be satisfactory for you, please meet me as soon as you can to assist me in this task. The Tax archives are large and it will take the identification of a member of the Fated to expedite the process.

Jingo's grin grows as she reads the note. After a few moments, she grabs the shoulder of a Lampboy, and says;

"Yer know th' fancy cutter, Charlie Goodman? Tell 'im - Jingo says 'e's got 'is Taker."

She tosses a few jink to the boy, and grins as he scurries away.

Once Jingo arrives they would start to go over the "current" taxation records of the city to find all that are either in default or nearing default.

The intent would be to locate those who could be found in order to purchase the debts if the debt could not be covered by the indebted.

If agreed to by the debt holder (those risking a visit by the Mercykillers) the Syndicate (and in some special cases The Consortium (cherry picking prime debts)) would pay their debts in return for a lien on their property or business. If no property or businesses were owned then the debt could be paid off in return for "contractual employment" to the Syndicate. Contractual employement terms would be decided on a case by case basis.

Properties with leins on them would remain in control of the original owners so long as repayments (with some interest) were made each week. If a period of a month went by without payments, or the debt holder defaults or if the business were attempted to be sold, abandoned or siezed, then the legal ownership would switch over to the Syndicate (or Consortium). The debt holder would still not risk prison time unless they refused to abide by the contract, allowing them to "walk away" at any time (turning the properties over to the new owners).

Each time the debts were offered to be purchased, Jingo would accompany Charles as a "visual" reminder of "impending jailtime" should they have doubts.

All monetary debts purchased would be signed over to the Fated via Jingo and would be considered "paid in full" by the original debt holder. Jingo would also gain a fee of 5 percent of the purchase debt... an incentive to find as many as possible.

((At this point we would need some input from the DM's/EM's to decide how successful this program is. It needn't be all at once but we'd need to know if we're being met with success or not at the very least. The other Syndicate members, doing their parts, can also use this thread as required))

Charles and Jingo's plan is well thought out and through merit of the Fated's extensive documentation they're able to locate many of the debtors without any difficulty. Talks with the debtors are tense with the impoverished stubbornly holding onto suspicions against the pair, but ultimately most opt to agree to Charles's terms - after all, owing someone else money and staying out of jail is better than owing money from within jail. Some few prideful folks adamantly refuse and outright accuse Charles and Jingo of being vultures and they won't give them the satisfaction of preying on the weak.

Aside from the willful ones, the pair don't meet any complications. Yet.

The two would continue their work, putting as many debts on the books as they could afford. Charles would ensure some of the more "plum" debts are written on the Consortium books with Jingo getting an increase to 15% of debt share to ensure that they are kept quietly aside from the bulk of the transactions.

If the Syndicate and the Consortium were going to become a serious threat to the Merkants and other "Non-Factional" power brokers then they had to amass as many assets as possible. The Multiverse had much to offer and to permit only a few "Houses" to control it... well... that wouldn't be fair now... would it?

The rapidly rising Syndicate would take as much power and influence as they could before other entities took enough notice to push back.

Hopefully the others, in visiting the Prison and backstreets, would have similar luck.
