During one cycle, a rather large and garishly dressed Half Orc strode into the Hall of Speakers, looking somewhat determined. Until either a Signer approached him (perhaps wishing they hadn't thought up such an eyesore), or the Half Orc stopped one of the ones he figured looked more important, he would simply wander around.
If he were stopped or found his victim, he told them the following...
"Good day there! Would you mind pointing me in the direction I need to go in, in order to get my name listed as a Speaker in this fine establishment of yours?"

While walking through the Halls, Harena spots Ugdum and hearing his question walks over
"Yes, you may find one of the Factols or Factor to be listed. Or you pay a fee if it is a one time engagement. However, if it is a matter that we feel is off importance there is no fee Sir. "
She waits for his response.

"A matter considered important would be one that affects Sigil as a whole, such as a potential faction war or anything that can affect the populace. I cannot recite you a perfect number but I believe depending on the length of the speech, anywhere from one hundred to one thousand gold.

The walk itself is only five minutes as she leads the half orc near the rear and knocks on the door. Several seconds later the door opens and a aging tiefling woman with a wispy frail frame wrinkled white skin and distant blue eye answers the door.
"Yes, what can I help you with?" Rather than addressing Harena, she is looking at the half orc, indicating the question is for him.

Without even awaiting a response from the old woman, the Half-Orc would begin to rattle off a number of points in succession, as if he's prepared them for just this occasion.
"Firstly, how often is it that non high-ups speak in this here hall of yours? Secondly, do they ever get taken seriously by the Factions and if no, would a high-up speaking on behalf of the non Factioneer be more appropriate? Thirdly, I'm assuming this much, but Factions coming to blows here, metaphorically speaking, is quite a common occurrence?"

The old tielfing smiles holding up an arm to slow down the orc " Well young one first things first. Non speakers have lectures and speeches here quite often. Often enough for us to have a flat fee for using the Great Hall. Also, whatever the speaker says might be taken into consideration by the factions but it entirely depends on what is being said.
