Once more Annia seems to wake from her daydream.
"I am on speaking terms with one of the Mercykillers and once a tenday one of my faction goes into the prison to recover the bodies of the dead there so my presence would not be questioned so I am sure it would not be difficult to speak with those in the debtors wing."
"Underwriting most of Sigil's debts though will take a fair amount of Jink. How much will we all need to contribute, and roughly what will our return be. Once we have paid our correct and proper dues to the Syndicate of course."
The Syndicate

“You bring up a few good points. As an organization, we’ve not attempted to invest beyond the confines of UnderSigil. Most things we did, in regards to outside reaches, were as individual members. The Cartel was known for such before their demise. The Consortium, as well, holds a great amount of influence and property topside. Many of you have a nice grip on Sigil politics and commerce. The Syndicate, however… this is a new direction I’ve wanted to guide it into for some time. We are wealthy… but we should not be limited to what’s only down here.
SoÂ… that leaves us with the task of negotiating amongst ourselves to come up with a formula of how much we invest into the Syndicate as individuals and how much return we get. Currently we give ten percent of our incomes to the Syndicate. Obviously some of us pay more than others and this equates to how much influence we have within the group and the village itself. The Consortium, as a wide reaching merchant house contributes a massive amount to the Syndicate coffers. It is due to this contribution that UnderSigilÂ’s garrison is so well trained and maintained within the village. It is why the Consortium holds first chair.
We must devise a method of investment and return within the group. What share we contribute for Syndicate use and what dividends we get in return. We must ensure that the Syndicate retains a healthy amount to use for reinvestments and we must ensure the rest is appropriately distributed to each of usÂ… in return for our investments.

"Also… another Issue” said as he nods to an empty chair, “is Micha’s seat. We all know that her sickness claims her quickly. We are all aware that the priests can find no cause, nor a cure, for it and it is only a matter of time before she is gone and her territory ends up without proper representation. Due to this concern, I have been forced to move forward and locate a potential investor who can put it to proper use while maintaining the homes and villagers in it. Therefore I put forth the nomination of Nienna, a businesswoman from the market in the city above. She has agreed to purchase the territory and assume all debts and responsibilities that come with it. She has agreed to work with us, as a member of this family, to further our goals and protect our interests.
NowÂ… before you start calling out about her reputation and rumors heard in shadows I would ask you to think very hard on whether you want her working with usÂ… or potentially against us. She is wealthyÂ… she holds a great deal of influence in circles in the city and maintains many information networks. We would stand to gain much.
I see no reason to prevent this nomination from simply moving forward to a vote as the time of Micha’s passing will be soon and we cannot afford to leave the chair open for others to squabble over.”
Knowing he has quietly ensured that this goes smoothlyÂ… he simply calls for an immediate vote.

The matters of jinx in return for investment will have to be discussed. An equal share for an equal investment would be best for all involved. How much cooperation however between each chair member in matters of investment should remain at our own discretion is what i have to say on that matter.
As for Nienna, i vote a yes in giving her chair. But a silent one. No one outside of us will know that she holds a seat. This will distance us from any and all of her actions. If we support her in public or not, that too will remain at our individual discretion.

I should also point out that a large group of powerful enemies have been jailed for an indefinate period of time. It is a yes vote from me as well.

Annia listens to the arguments put forward and slowly nods once.
"If the rest of you are convinced that the danger that would acompany this step is significantly reduced enough for the gains to outweigh the risks then I will vote yes."
"As for the amount that goes back into the syndicate's coffers I think ten percent is a reasonable amount. It will be ten percent of a very large sum of money after all."

Charles looks around the table and counts the votes.
"Very well... motion is passed."
He jots something down on a piece of paper and hands it to a Syndicate runner.
"Bring this to Nienna... she is expecting it. I can agree on ten percent to the Syndicate coffers. It should permit us to do as we must. Now... it is time to go to the city and begin phase one..."

Charles sends the following letter to all Syndicate seat holders
"Brothers and sisters of the Syndicate
I have been informed, through the runners of the territory held by Hrandle, that one of his officers has removed him from his position and assumed his seat.
Issanthis, a Mindflayer Lieutenant of his, removed Hrandle in what can only be decribed as an "internal arguement". Issanthis has secured the loyalty of the other members of that territory and has openly claimed the chair.
This action requires no vote as it was an internal matter and a right of ascension from within. It is simply my duty to inform you.
Issanthis, like his previous superior, has made a vow to the Syndicate that ensures his loyalty to the group.
Charles"

*soon after a hefty amount of jink will be added to the Syndicate's coffers- a sign of goodwill from Issanthis as well as an investion in the ongoing operation.
It seems to be the wealth of his predecessor, this Illithid having clearly different needs than the man it supplants*

It takes some time for the (now second) newest member of the Syndicate to make an official appearance among the others at the table. The time was not wasted however, Nienna spent it methodically peeling through her newly acquired territories. She paid any outstanding debts, started repairs and renovations, met many of the business owners and residents, along with moving a sizable chunk of her inventory into protected storehouses as a show of dedication to the region.
On her first proper meeting, the Slayer enters wearing a fine lavender overcoat and jewelry worth several castles. However she still seems prepared for things to take a turn for the worse, keeping several half-concealed blades about her person along with a slightly more obvious short bow on her hip.
