A ragged urchin with a knit cap and several missing teeth arrives at the Armory bearing a letter. Dropping it off with the first important looking person he finds, he rushes back out into the madness of the Cage. It bears Altair's signature and an additional document drops out when opened.
"Hey. Looks like the vote went through. I stuck a copy of the thing in there for you lot. Just remember, we're tryin' to be reasonable berks here, most important thing's the safety and neutrality of the Bazaar. Lookin' forward to workin' with ya.

The second document is a copy of the proposal as submitted to the League boards and reads as follows:
Offer:
*Doomguard soldiers to patrol the Bazaar at the direction and guidance of League members under League rules.
*Free League to provide Doomguard with a place to openly sell their weaponry without Harmonium interference.
Conditions:
*Doomguard to provide reasonable and adequate warning to body or bodies presenting themselves as troublemakers.
*Two warnings are to be issued before non-lethal force is resorted to.
*Chivs to be drawn only if Doomguard is drawn upon or they feel their life is threatened. Staves, small clubs, and other non-lethal weapons possibly allowed.
*Bodies causing trouble by way of bad products, slander, drawn weapons, etc are to receive a verbal warning, then a written warning (if feasible, otherwise a second verbal warning) on the second offense.
*Particularly offensive persons that threaten the safety or standing of the Bazaar will be severed from trade with jinkers and services, and subsequent exchanges of commerce prevented.
*There are to be no killings. This should be obvious, but it needs to be said.
*No more force is to be used to resolve a problem than is strictly required.
*Fights are to be attempted to resolved verbally first. If engaged bodies do not respond well to non-physical methods, enough force to end fighting and no more will be used. This is an exception to issuing warnings; bodies already engaged in fighting should be separated as quickly and with as little additional conflict as possible.
*Harmonium members will receive the same treatment as any other body would, except: They will not be allowed in the Bazaar armed or armored. If they want to trade products or chant, they can do so in a manner that does not impose threat upon others, whether explicit or implicit. Those that do not comply may be expelled from the Bazaar with non-lethal force, or any other means available. Creativity is not required, but it is likely to carry with it a free round of drinks.
*The Free League reserves the right to void the agreement under certain conditions: Repeated misconduct of Doomguard guards, Doomguard jinkers bringing a bad reputation to the Bazaar, conditions involving killings, and other similar situations.
