As he said before to his "mates", he returns to the garden by the gatehouse and continues his work there...rakes, meditates, rakes, disappears entirely, appears again, rakes, meditates and so on.
Every time when he disappears takes at least 5-8 hours till returns.
Meanwhile...
Teuso is to find near diverse guvner residences, completely disguised, and every time choose an other way to do so, from street distributor of the SIGIS to local street chaplain, but mostly simple uses his incredible adapt skill to render himself invisible...
[OOC: if ever happens, that you could intercept this, he visits always the same five households...]
In some day after, he visits schools around Sigil, and places where a lot of children plays...this time he didn't try hide his presence, he just sits on ground and listens with a childish smile on his face.
He plans something very big, there aren't any doubt...

For info, telling someone to watch someone basically means to keep an eye on what they are doing generally, see if they are planning something, that you suspect them of something. It doesn't always mean that you should follow somebody around literally. If Dorian was being more open about it he could have said "I do not trust him, we should be careful around him".))
