Report from Null of the Fifth Circle on the Nine Hell’s embassy.

The Nine Hells should be provided permission to build their embassy. The Nine Hells already has active agents within the city itself, and allowing them access to such a thing would allow us to get them to sign paperwork that would work to our advantage.

The main sections that would help Sigil would be thus:

Forcing them to register all souls they have pacted, and all offers for pact they have on people inside Sigil. This would allow us to track them gaining any agents within the factions without our knowledge, and would allow us to intervene on such cases where true death might be possible.

Force them to provide aid to the city in some way. They would gladly help Sigil if it means getting a foot in the door, and if the paperwork is done correctly, it could be used for good, and no risk to the city.

They would, by their nature, attempt to curb the abyss’s influence within the city. The abyss would respond, and it would weaken both groups. As long as no fighting happens, or anything pertaining too the blood war spills over, this should be allowed to continue, as it would weaken both of them, thus providing protection from Sigil.

Tabs should be kept on the Mercykillers. They are both the greatest bastion against the tyranny the Nine Hells would have planned for Sigil, and the most vulnerable to offers from the Hells. To a lesser extent, the harmonium, and the Fraternity of Order. They all will be the best tools against the hells, but also the weakest too their influence.

It was hard to tell the exact reaction of the factor that received the report - she was completely calm, and spoke in a monotone - but she did thank Null and assure her that her thoughts on the matter were appreciated.
