 What can be taxed is those who cast spells as a paid service for others, such as that Tarion fellow in the Bazaar.
 
 Fines can be issued for offensive spellcasting, and please, keep an open mind here. Casting a spell of light for example in the presence of one of those black skilled elves could be considered an offensive action, Their eyes are sensitive to such so i hear. Think about it!

Good point about Darkwood, shame about all the lost jink, though. However your last letter raised a very valid concern-Tarion of the Bazaar.
 
You mean to tell me that all this time he's been racking up piles of jink while we weren't getting a stinger out of it? I believe it is a serious oversight on our part, such public service must be heavily taxed.
 
And speaking of the taxes, what about my proposition regarding smaller traders? The one that forces them to keep a detailed ledger and fines them in case of absence of such? If we act fast we may fine lots of sod, before they even learn of new tax.

The problem with your proposal about small traders is they come and go so quickly. We certainly do not want traders taking their business elsewhere. Requiring them to keep books and heavy fines for those without would cause big problems.
 
We want to squeeze gently, so the payments keep coming, not to throttle them completely.
 
I do hope you are giving reciepts for fines and taxies levied? They should keep these as proof they have paid for the period specified.

You should do more reading. Indeed taxes already exist for use of trading stalls and trade licenses. There are some caveats regarding duration of use and other inconsequentials, but the regular berks out there don't know their rights. They would have to visit the Hall of Records to find out, and while they are gone, some other cutter may steal their space. See where their prorities lie.

Don't confuse this with taxation laws, these are available to the public, although over the millenia there have probably been so many tax rules accepted and depreciated that it would take someone forever to figure out the true situation of any given tax.
