A decent group of officials, clad in dark blue sokutai costumes appear to the hall of records. They approach the clerk and one of them declares:

"I am Arata Takewo, we there are diplomats of the Empire of Fuso. We are there on behalf of High Ambassador to Outlands of the Empire of Fuso, Mukai Toshiaki. We autorizeth to hand over an official note of protest on behalf of our Ministry of Foreign Affairs. Here is the copy for initial submission. We also bear another copy, which we intend to pass over to current factol directly."

He then draws a scroll which bears the text of the note in both, Fusoan and common:
wrote:
We, the High Ambassador of Empire of Fuso to Outlands, by authority from Ministry of Foreign Affairs, appointeth by Grace and August Virtue of His Majesty, The Emperor of the ceaseless dynasty, ruling over our heads and hearts from times eternal, by this note declare: We are highly offendeth by members of organization known as "The Fated", impudently, blatantly and unceremoniously violating treaties and conventions, that exist between our entities as part of Trade and Diplomatic agreement between The Empire of Fuso and City-State of Sigil from Year 260 before Hashkar's Reign. The actions of faction's lower echelon has violated both, principles of conducting business between states and organizations and all existing customs of diplomacy. Therefore, we decisively condemn the actions of Sigil's faction "Fated" and by present document notify, that such misconduct in future will have it's consequences to our relations with City-state of Sigil as well as said faction in particular. We also therefore warn faction "Fated" of possibility to review our attitude towards truce between our expeditionary forces and faction "Fated" agents in plane of Ysgard.

In future we anticipate, that all business, such as taxation, between our officials, such as military plenipotentiary, His Imperial Highness, Grand Prince Ikazuchi from our side, will be handleth as it is appropriate in relations between governments, on highest level, by handing over official appeals to our government, via embassy in city of Tradegate in the plane of Outlands. Unsanctioned interactions, which fall outside of the treaties between our organizations, will be considered violations of the treaty and will have appropriate diplomatic consequences.

General Mukai Toshiaki, Chief Ambassador of the Empire of Fuso to Plane of Outlands
2nd Year of Yowa era (Fusoan)/Hashkar's Reign 134(interplanar)

Long Live The Emperor!"
The officials would have another copy on scroll of best quality rice paper, lavishly decorated and having some enchantments on it, they will demand to hand over to Factol of the fated directly.

Elena accepted the letter, read it over, and casually passed it along the proper channels. Once it was gone, she leaned on her arm, balancing her pen on her nose as she considered what the Factol might do. Guess this was one way for the boss to notice her. Oops. "Well shite. I'm so fired."

Soonafter, a courier would bring a letter to the Hall of records, addressed to Factol Darkwood.

It would state following:
wrote:
在外域大扶桑帝國大使館
Embassy of Empire of Fuso to Outlands

To: His Serene Highness, Duke Darkwood, Factol of Fated

Thy Serene Highness, in case the official note was not enough for Thee to gain complete understanding of our condemnation, allow us to clarify the following:

"Conduct their official task", as Thou hath deigneth to express Thyself, could by no means involve violating the principle of diplomatic immunity, which states, that diplomatic personnel, such as our military plenipotentiary, may nought become a subject of control or legal action against their person. This principle hath been recognizeth by both, City-state of Sigil and Empire of Fuso as part of the Treaty of Diplomatic Relations between City-State of Sigil and Empire of Fuso (::there comes the reference to part and article::) from Year 260 before Hashkar's Reign, signeth by governing organs of the parties (assembly of factions at the Hall of Speakers on behalf of Sigil and plenipotentiaries on behalf of the Empire of Fuso Daijou-kan). It is duty of every organization, active in sigil as part of law enforcement system to provide their officials with appropriate instructions, which should include the ability to tell a person of diplomatic status apart from common private individuals.

Should Thou come short on memory, we should also remind Thy Serene Highness, that the store "Ai Yori Aoshi", being a juridical person is a subject of trade Treaty of the same year. According to (::there comes the reference to part and article::), delivery of tax payments are the duty of bookkeeping or finance departments of companies in question, which is conducted on regular basis by сash-in-transit department of our our commercial offices, attacheth to each embassy. This far, there were no cases of issues with due delivery of funds in question, which Thy Serene Highness will certainly find out thyself, if thou take care of reviewing the documentation, regarding audits, which are conducteth by both sides each quarter.

This being sayeth, shall we also add, that how a person of Thy experience in political affairs could forget about such simmple principles of conducting international and legal affairs, causes bewilderment.

Thine sincerely,

General Mukai Toshiaki
Ambassador of The Empire Of Fuso to Outlands

A sealed letter would be sent back to the Embassy of Empire Fuso in Outlands, utilizing the same courier that was sent to the Hall of Records.
wrote:To General Mukai Toshiaki, Ambassador of the Empire of Fuso,

Thank you for contacting me about this, I had completely forgotten the treaty. That now has been remedied as I read through this four hundred year old document, which I wasn't personally involved in writing. It has indeed opened my eyes to a very severe issue that plagues the Faction of Fated.

This old treaty displays many parts that have run their course and are no longer part of the Fated interests. As a display of the Fateds interest to continue acting in accord of the treaty, we have attached the original document with this letter.

Sincerely,

Duke Rowan Darkwood
Factol of the Fated
With the letter comes torn apart paper pieces that were indeed parts of the original document from Fated side. It is reasonable to assume the Fated had elected to discontinue being involved with the treaty.
