Two yuan-ti enter the Hall of Records: one female with orange and brown scales, and a male with a serpent's lower body. The male identifies them as Sylissa Hss'tafi and Tss'asi respectively, and it becomes apparent that Tss'asi is serving as a translator for the lady.
The serpentman conveys a request for various licenses regarding a commerce entity owned by Sylissa Hss'tafi. The efficiency and cold methodology of the transaction despite the language barrier suggest veteran experience in the fields of obtuse administration by the Hss'tafin folk. Of course, the foreign yuan-ti noble slipping a precious diamond gemstone to the clerk with a smile and some unknown words in the serpent tongue help to speed matters along.
Ultimately she requests a license for a commercial entity dealing with the manufacture, import, export and trade of:
- magical items, including arms, armor and devices
- autonomous constructs
- mechanical and magical hazardous devices
- alchemical compounds
Additionally there are requests for licenses for the employment of various staff, the most noteworthy being that of mercenaries and of full-time legal attorneys, as well as licensing for the distribution of advertising material and the operation of a stall. There are a fair number of other minor sundries Sylissa has requested that make it clear that she has spent some time studying the relevant civil law, and, ironically, add lots of red tape despite the bribe. If the Hss'tafin noble seems bothered by it, though, her face does not show it.
