Unless Cornello decides to take the matter in his hands, it would take at least five working cycles for the paperworks to be ready, but in the end, with all the due fees paid and such, Pandris would in any case receive the permits that will allow her to legally trade in slave in the Cage.
She would also be reminded of the monthly deadline for the business taxes, and encouraged to keep an updated ledger of her business to avoid future... "misunderstandings".

Soon after lady Pandris acquires her slave trading license there is also a note attached to her registration form noting that the next years worth of renewal fees have been paid upfront in full, the form is complete with signatures and the money is actually there.
