The note seems to not be signed.
Anyway, with a small inspection, turns out that the citizen named Grail he mentioned seems to have the fees covered for stall using for a year length, with a fee of several hundred jink paid on that regard. The documents were redacted by Rhistel Aidan, whose handwriting would also match the one of the note he received.
