A magically sealed letter finds its way into the hands of the capable Fated Factotums, with a simple inscription on it.

As you may know, the Harmonium have decided that the word of one Mercykiller vampire surpasses that of a Doomlord and a Factor; and that they have a higher authority on taxing than we do, all because one corrupted Mercykiller seeks to remove her political opponents. Meanwhile, her minions rally behind their corrupted leadership wanting to slaughter us like lambs the moment we show them a sign of weakness.

This situation has gone on for long enough, we will not stand by idly as these fanatics of abusing the Law for their own gains tread all over our reputation and efforts. No, my brothers and sisters, starting today, we will make sure they regret the day they decided to cross our paths. We will aim our efforts at economically crippling two thirds of the Triad of Law, with the notable exempt of the Fraternity of Order with whom we have yet to have any issues.

As of today, the Fated compound is on high security yet again, with all representatives of the Harmonium and Mercykillers unconditionally barred entry; every other faction must sign several security documents should they seek entry, and will be under constant surveillance. Clueless are barred entry aswell, we don't need sheep spying on us either.

We are also in a temporary alliance with the Doomguard until this matter is resolved, as we two are the primary target of these tyrannical measures. This does not mean they are exempt from taxes or anything else, but they will prove useful should a more martial approach be deemed necessary and we will also offer legal or informative assistance should it be requested.

You will all receive the Guvner approved documentation that proves our legal precedence and rights in the following matters, giving these lawful fanatics no choice but to either accept our demands or face consequences from their Guvner allies as well.. Our plan of striking back has four separate phases:

I. We are revitalizing our effort of tying all loose ends with our previous Mercykiller alliance: this means we have put all of their records on probation yet again, meticulously scanning them for any inconsistency or tax evasion, after which we will simultaneously expose and extort their debts them once and for all. I am most curious about Factor Charae's activities with the semi-criminal Consortium before and during the Far Realm Invasion. Dig up as much as you can about the relationship.

II. In an effort to create a greater dependency on the Doomguard among these militant wings, we are hereby increasing the taxes involved on all out-of-city military (including interrogation) equipment imports by 50%. These notions are effective immediately, and as such off-world arms dealers will be placed under heavy surveillance to make sure they comply.... failure to do so need not be explained at this stage.

III. Third, the Harmonium have displayed a most concerning attitude in spreading around the city in their fortified outposts.  The Bureau of Real-Estates will make sure that these outposts suffer from a heavy economic burden, in a newly passed taxing procedure. However, anyone attempting to make use of this should not go alone, there's no telling how the Harmonium will react at first.

IV. A list of all Harmonium and Mercykilller properties within the city are to be assembled and forwarded to the Doomguard so they know exactly where to apply pressure. Be careful not to include anything used by the Fraternity of Order, we have no qualms with them.

Should our operations succeed, our reputation as a faction that shouldn't be triffled with will be reinforced, and certain people will suffer a summary sacking. And finally, thank you for standing up for your faction when it mattered.

Receiving the sealed letter, Rhistel arched an eyebrow, failing to hide an annoyed grimace.

He didn't like being forced to deal with objects with unknown properties, and though the aura coming from the parcel showed nothing dangerous, the bad mood he was currently in, added to his usual paranoia, just made everything worse: before he could even decide whether it was a good idea or not, he released a disjunction on the letter, the spell words almost hissed between the teeth.

He regained his self control immediately after throwing his magic-tantrum, though, and with a little sigh he proceeded opening the letter, reading it carefully.

Nothing in it surprised him, except maybe for the information regarding Factor Charae: he had absolutely no idea what that issue was about. He indeed needed to dig some info about that.

As soon as he finished reading the letter, he closed it again with great care and gave it to the flames, making sure nothing of it remained.
He then proceeded writing a plain and short reply to the Factor.

p.s. Words will never properly describe how much the high security thing annoys me.
Once finished, he left his room and walked through the Hall of Records until he finally reached Ra'zeth in his office, then, he quietly consigned his letter directly in the drow's hands.


"I'll take care of the first phase", he finally said in his usual apathetic tone. "I'll wait for the Guvners documents."

Sitting behind the desk, drow factotum was considering checking records for her own needs when she got the letter. Reading inscription on sealed envelope, Sillxhistraja opened it without much hesitation.

Reading this message took a while. Mostly, because factotum reread this several times.

So, she used most of the time used in Hall of Records to look through credentials of Mercykillers. Assets, property costs, tax reports.

As much as her rank allowed her.

What would she find out by following trail of money?

Incidentally, when runt drow was digging through documents, some thought crossed her mind.


Looking through records and using them to bring inconvenience to some individuals would not necessarily affect whole Faction. Despite the situation, precision point strikes would not shatter unity of Faction.


If only there was some way to make pay whole Faction for wastes of their members...


Wait.


That sounded like something she should work on...


Sidetracked, Sillxhistraja checked for references noting similar cases that allowed such taxation. This could be the key.

Sil's research digs up the following:

On the factional front, taxing a whole faction requires a bill to be passed in the Hall of Speakers. The Fated are famous for attempting this, though such bills are usually unpopular, and only occasionally pass.

Most notably, the Heartless bring up a motion to tax the Festhall's fabled wealth every few months.

As for making the faction pay for the deeds of its members, such would only have the slightest legal basis if the member was ranked Factor or higher, and would again require action by the Council of Factions.

As for individual taxation records, those of the Mercykillers are very boring and clean. Apparently, being members of the law-loving Triad, most Mercykillers promptly pay their taxes every month after having them reviewed by Guvner lawyers.

There are a few exceptions in the case of Namers who hadn't quite figured out the ropes yet. For instance, there was the matter of the Namer Brynn, who publicly refused to pay her taxes one month due to concerns over the collector's legal rights (she's since been very prompt about paying her taxes).

Overall, there is probably a few hundred jink which could be collected due to missteps and rooky mistakes from the Mercykillers.

Another pile of documents was filed and sent to Ra'zeth. There was also another, more confidential message through different channel, one of magic. It said following:


"I need someone capable of flawless forgery. It's the only way I see."
