The Doomguard delivering it would insist that it was given to Ra'zeth in person. While the leffer itself and the presentation by the guardsman seems utterly formal the content surely is not.

I am planning a little stroll down to the Barracks as I learned first after an inquiry of my own that they wanted to see me. It would be delightful to have some company. Good company that is, which one rarely finds down there. It would be a fine opportunity to collect some taxes  long overdue while we enjoy the promenade methinks.
