During one of many cycles in Sigil's tumultuous existence, the robed figure of Alkashad makes his way to the Hall of Records with an overwhelming tower of parchment, each one devoted to a dizzying array of subjects; nearly half a hundred permit renewal applications, a handful of notices of permit cancellation due to being obsolete on the holder's part and a number of new permit applications including the following;
- Zoning permits for renovations of an existing premises within the Hive Ward.
- Zoning permits for establishment of a privately managed but publicly accessible library.
- Zoning permits for the additional construction of a private quarters attached to the above library premises.
- Permits for creation of persistent enchantments pertinent to the management and maintenance of the above premises.
- Permits for the creation of servitor Undead to be used in various utilities in the above premises and tertiary roles.
- Permits for the creation and continued possession of a Planar Binding Circle.
- Permit for the creation of an intermittent teleportative gate leading from the premises to elsewhere in Sigil; the location of which is not specified beyond 'not leading to any privately owned premises, businesses or unlawful destinations'.
- Numerous permits for the creation and usage of permanent magical devices ranging from scrying circles to illusory art pieces.
Beyond the permits noted above there are yet others, though most of them seem to be esoteric or banal in nature; hardly enough to raise an eyebrow. In addition to these things, a ledger is left with a number of activities listed with a notice to kindly inform Alkashad should any of those not currently documented as having a registered permit be listed. Most of them entail hobbies, such as 'stargazing', 'recreational scrying on Prime worlds' and 'collecting of preserved arthropods'.
