Seemingly without reason, Factor Kholl immediately inflates access fees for adventurers to the Hall of Records. The once affordable cost to access the city's records have been risen to extortionist rates, threatening to bankrupt all but the most wealthy visitors.
Adventurers are offered no explanation at all, and rejected access if they refuse to pay. Other Fated are simply told that the adventurers have been allowed free reign for too long, and dues must now be paid in full.
