Laviss Hefft, namer of the Fated, returns to the Halls of Records, his expensive coat torn on two places.
After fixing it with the careful application of a few Mending spells he sits down at his table, pushing the inventory lists he has to work on today away to get a fresh sheet of paper, setting up a letter to his superior.

Sir,

the rampant growth of the herbal pest called razorwine is both an annoyance as an opportunity.
Factions and nonaligned individuals all over the cage are busy removing the plants, which cause damage to both infrastructure and citizens.
To pay for this damage and the disruition of public life the city needs new taxes.

So I humbly suggest the following:

A tax to be collected for each squarefoot of razorwine- to be payed by the owner of the land. If it is public ground the tax is to be payed by the abutting owners.

A tax for the removal of each squarefoot of razorwine- to be payed by the owner of the land. If it is public ground the tax is to be payed by the abutting owners.

A tax for slaves or prisoners put to work removing the threat- as chain gangs are not only unsightly but also dangerous to the public.

///ok , just wanted to know. if some DM/EM other than me and selebius wants to take control of him to make him decide upon Hefft's ideas, feel free. since i'm here to try and spread chaos with vines it'd be too easy for me to favor decisions from factions high ups that would just make thing worse, like unpopular taxes usually do. Even if it'd be fun to harass citizens with taxes in this situation, not every fated officials are that bold and careless i'd imagine ( and here i might wonder about what kind of character this eswaran is :P ) ...if no one does though, i'll pick him///

factotum Eswaran sits lazily at his desk, reading the letter over. once read, he goes by the window and peers down in the streets, indeed more filled with 'vines than usual. A brow quirks, and a letter in response to Hefft is written and signed along with a shrug of shoulders and a sly smirk

Namer Hefft,

Being aware of the environment we live in is important. It makes for better living and better mood. But it only does so when is the population as a whole that take part in its tending, as for being one of the elements in the process allows for better consciousness and enjoyement. The razorvine is definetly something that disrupt the harmony of a well managed city.
But we understand that citizens have their duties to carry on and  in the harsh living of this city their attention is distracted from the noble purpose explained above.
It is up to us then to bring them the chance to grasp that awareness of the environment i spoke of.

And indeed we'll do so as we know best.

I hereby authorize the taxation of each squarefoot of razorvine that is invading private and public ground, and since we know who the cage belongs to,  removal of whatever thing inside its borders has to be permitted with a proper fee in sign of respect at the very least. So that removal of each squarefoot of Razorvine be taxated too.
Regarding slaves and prisoners used to remove the razorvines, indeed they are an unpleasant sight, that surely won't encourage commerce and tourism and safety even more so. That their usage shall be taxed, and their respective owners in case of slaves or citizenry in case of prisoners will pay. Prisons are a public service after all, and we don't want to cause hostility between us and the red death, so don't disturb the Mercykillers while on duty with this taxation.

Reading the answer Laviss is rather pleased- even if this will mean more paperwork for him.

But he likes paperwork- and so he sets up forms for the new taxes and informs the tax collectors of the news.
