Sir,
the rampant growth of the herbal pest called razorwine is both an annoyance as an opportunity.
Factions and nonaligned individuals all over the cage are busy removing the plants, which cause damage to both infrastructure and citizens.
To pay for this damage and the disruition of public life the city needs new taxes.
So I humbly suggest the following:
A tax to be collected for each squarefoot of razorwine- to be payed by the owner of the land. If it is public ground the tax is to be payed by the abutting owners.
A tax for the removal of each squarefoot of razorwine- to be payed by the owner of the land. If it is public ground the tax is to be payed by the abutting owners.
A tax for slaves or prisoners put to work removing the threat- as chain gangs are not only unsightly but also dangerous to the public.
