Following is a report on two recent tax renewals from two separate establishments/organizations:

Case #1:

Organization/Owner: Garand Merchant House, clerk named Narmod
Establishment: Warehouse on Clerk's Ward, Red Troll's Way 23
Collected tithes, taxes, agreements: Taxing renewed; a medium-sized crate full of precious emeralds, sapphires and rubies;

Case #2:

Owner: Efena Gell
Establishment: Golden Stag restaurant
Collected tithes, taxes, agreements: Taxing renewed; Taxing increased by 25% after 3 weeks at the old rate, starting from this day;

Deep in the vaults of the Hall of Records, far away from the more public areas a Kobold delivers this reports to a lich who reads it carefully.

"Well done. Lets give that one a bigger assignment and lets see how he does."

The Kobold bows, then scuttles off. There is a mission he has in mind- which should be perfect for Namer Ra'zeth.
