I could not help but notice a substantial portion of citizens seem to take the stance the Fated exist only to enrich themselves, implying clearly by their remarks that the Hall of Records must be maintaining itself somehow - or worse still, that they feel it should fall into disarray as quickly as possible.

Clearly, the attitude that such an important community service should not exist and/or not be maintained by public taxation is one that most befits a Revolutionary who would, no doubt, also see the barracks and the Harmonium fall.

I would suggest that it is in the best interest of Sigil to begin preparing detailed files on such possible Revolutionaries, to be compiled and lent to the Harmonium once enough evidence mounts. The benefits are evident:
1. The Harmonium would have to acknowledge the Fated indeed serve the cities needs when it comes to protection from dangerous anarchists. (After all, who do we tax if those idiots blow everyone up?)
2. They would be required to actually follow the evidence with further investigations (saving our valued members a good bit of time).
3. Should such investigations point to tax evasion, the Harmonium would clearly be required to provide details.
4. Should the perpetrator indeed be found out as a Revolutionary and thus be dealt with by the Triad of Law, their possessions may default to the city, which obviously means assessment by the Fated.

As an example:
When inquiring from a hin in the Bazaar with an unusually heavy bag if she was a merchant with the proper permits, seeking to determine the exact need to tax her - before any actual collecting effort, a bystander <description of Quorrit follws> clearly showed his Revolutionary tendencies by repeated false claims such was attemted robbery.

An upstanding citizen would obviously not try to undermine the attemt to gauge the hin's exact situation, as they would not stand for possible black marketeering to the detriment of the Bazaar's honest merchants (with their permits and regular tax payments). Subjects like that should be monitored and brought to the attention of the law if possible, i.e. if enough evidence of their Revolutioniary tendencies mounts in our records. At the worst, a few days in a cell might make them less eager to badmouth our community service in public, which would save collectors no end of trouble. At best, the Hardheads might crack their skull when they resist arrest, leaving what was theirs to be properly assessed...
