An apparently female, bulky figure of impossible to determine race - covered fully in armor with a full helm - appears at the Hall of Records, with no paperwork whatsover, tapping the first Taker clerk she can find on the shoulder with a bastard sword.
"Right, do I got you attention? The name is Grisha. Grisha Eartaker. And I've seen earlier today that some of your tax collectors seem to have a bit of trouble forcing the issue if such need be. Think apparently the peacekeepers will do it for them, when any idiot can guess they'd see forcing the issue as a potential disturbance of said peace and likely as not won't get involved.
That, all thinks considered, seems most unfortunate and in need of rectification. I should think it would be mutually beneficial if someone gives me the run-down on how to officially become a part of the collection effort. 'cause sure as Hells I didn't come here to have qualms about seizing an opportunity or about throwing someone not giving their dues over the side of a 'jammer."
