*With the help of a professional writer, Khwam addresses the following incident report to the Hall of Records.*
On 2nd Lady of The Pivot, 137Ha,

First name of the perpetrator: "Thonk"
Last name of the perpetrator: Does not seem to have any, due to race being primitive (limited understanding and wit, kobold).
Description of the perpetrator: Kobold, long snout, claws, scales like a big lizard, big hat, wields a dangerous cane in public (with a Guvner permit), smells like rotten fish.

Context of the incident:
I, Namer, went to the kobold to help him figure out he needed a permit to wield in public a cane he himself described as "dangerous". A Guvner immediately intervened to establish a permit for the kobold to wield his dangerous cane (however questionable this decision, that is none of our business).

Description of the incident:
The kobold tagged "Thonk" started claiming he issues permits allowing the Fated to issue permits. He then brandished a pestilent fish, which he called "his permit" and tried to sell.

The perpetrator refused to disclose how he acquired the pestilent fish, which was pivotal in determining whether he needed a fishing permit.
The perpetrator refused to produce a fishing permit or a permit for importing pestilent cadavers.
The perpetrator refused to produce a permit for brandishing questionable smells in public.
The perpetrator tried to sell his pestilent fish for a sum of fifty jink, without the appropriate permit to trade pestilent fishes.
The perpetrator eventually started giving away more pestilent fishes for free.

Following the failure to produce appropriate permits, the perpetrator was given two options:
A - The payment of a twenty jink fine and the seizure of the incriminated and illegally fished, brandished and distributed pestilent fish.
B - For a sum of forty jink, the establishment of:
  • A fishing permit
  • A permit for brandishing pestilent objects in public
The perpetrator refused both options and kept leading illegal pestilent fish trading activities.

Hence, I suggest increasing the perpetrator's fine to a total of fifty jink to account for the illegal distribution of pestilent dead fishes.

Considering the following:
A) the perpetrator refused to pay fines
B) the perpetrator refused to get the required permits
C) after arguing his fishes are actual permits he delivers, thus impersonating permit-delivering factions, the perpetrator kept dealing his pestilent fishes
I think the Harmonium should get involved and collect the fifty jink fine from the kobold going by the tag of "Thonk".

P.S. The perpetrator failed to show any badge suggesting he's a citizen.
*For a signature, the report sports a childish "X", so shaky that it might be the only piece of writing Khwam produced on his own in the report.*

As she is filing the permit applications she acquired earlier in the cycle, Helena comes across Khwam's report, and makes an addendum with crisp hand writing and a envelope containing at least 200 jink.

"This Thonk approached me this cycle with a new Faction Badge of the Mercykillers, and a desire to clear his fines and obtain his permits. You will find the applications filed as normal for the following:

1) A business permit for the selling of fish for consumption;
2) An import permit for fish and other goods from the Planes;
3) A permit to sell services as a Planeswalker;
4) Fees collected for the associated permits, as well associated penalties for the delay an impersonation of one of our own.
