IÂ’m contacting you about an issue that could become an embarrassment within the established confines of the law in this city. A short time ago, during the clearing of the Razor vine in the market, the Mercykillers had come under attack by suspected revolutionaries. During one of these skirmishes, the Mercykillers had managed to capture one of the alleged assailants. If this individual was taken by the Mercykillers to the prisonÂ… he has not been seen since. As we are all well aware, the Mercykillers have no legal authority to arrest, only detain. This prisoner should have been handed over to the Harmonium at first opportunity. The Mercykillers have a habit of being a little tooÂ… enthusiastic in their application of justice but the law is the law. They must understand that their role is justice and justice cannot be rendered until arrest and trial is complete.

I need you to quietly investigate this matter. Look in to the incident, find what happened to the suspect, and send any recommendations you may have about the incident to me. This neednÂ’t become a public matter but we must show the people that the Triad is not above the law or outside the rules. It will only give the Revolutionaries more cause to incite the public.

So find out what happened, where the prisoner is now and recommend what steps can be taken to ensure the law is adhered to in the future.

Caterina would eventually notice the letter amongst the pile of paperwork on her desk. She would read it over twice before filing it with the rest of the business she would soon have at the prison.
