As I am mindful that you recently spoke of deeper cooperation with the readdeath and I do not wish to start some kind of stand off I would suggest we correspond with Factol Nilesia or Factor Swan's Son as the current Factor does not seem to be willing to compromise.  We may be best served continuing the investigation along with The Harmonium and a more cooperative element of The Red Death.

You have evoked the refusal of entry law in an attempt to block the Fraternity from accessing one of its own prisoners handed to you in the spirit of cooperation.

That being said, under the articles contained in the law, a hearing will be scheduled to assess permissions to enter the Prison by the Fraternity to take into its control their rightful prisoner. Until that time, all rights of questioning and access to the prisoner in question shall be nullified by this Bureau Chief. The agreement gained through the Fraternity will be cancelled. The prisoner is to be kept fed and safe, without conversation by anyone save a member of the Fraternity.

Let it be known that your refusal to grant an Administrator 1 proper access to the prisoner, even after explaining that you would be permitted an extension of interrogation time should you require it and apply will go a long way in preventing the Fraternity from extraditing their prisoners to you in the future. For whatever reason, your stubbornness to facilitate a matter of an extra twelve hours has put relations back instead of moving them forward.

A hearing will be held in a Fraternity court to assess access to the prison to retrieve our prisoner.

Should you change your mind and decide to hand him over before that time occurs, we will agree to have Dace Andor question the prisoner in the courthouse, under Harmonium guard, to get the information he requires. If you refuse, and the hearing proceeds, access to the prisoner will be refused once he is retrieved.

The hearing will be in two days time.

Caterina reads the letter. She heads out to the court steps lights a cigarette and takes her time enjoying it as even by Sigil's standards today had been a strange day. She then returns to her desk and begins rereading the case file to be better prepared for when they would continue.

Chief Garen,

It was you that sent and finalized the deal that we were to gain the permission to question Red Smith for five days and in such time we were not to torture or harm the individual. That deal is still being upheld.

However, the Fraternity has decided to try to back out of that deal despite the fact that it was sealed by you. Your concerns to send a representative to speak with Red Smith was presented after the fact. The Fraternity then demanded one of those five days to themselves and a counter-offer was made up to six hours. If that does not satisfy, then perhaps in the future the Fraternity should more carefully consider what documents they sign.

As is agreed upon by our previous arrangement, Red Smith will be questioned by the Mercykillers for the five days or until the interrogation has ended. He will not be harmed or tortured and will be well provided for. Afterward, he will be returned to the courts That was the deal. If the Fraternity wishes to take up our offer of six hours, then they may enter the Prison. That should be more than sufficient time to perform whatever duties they feel is required. If anyone is responsible for the relations of our factions being shifted backward, it is the Fraternity's.

It is unfortunate that the Fraternity are acting in this manner when there are more important things to consider. Inform me if you change your mind before the hearing in two days.

As stated, the deal has been cancelled. It was not a contract, it was a deal that was authorized by the Fraternity and now cancelled by me. Should you decide to ignore the cancellation, be sure to think very carefully what it will do to attempts by the Mercykillers to have access to Fraternity prisoners in the future.

Any information and evidence gained by the now "unauthorized" interrogation will be found inadmissable in court. Your show of force will be for naught and will only serve to cause harm.

I advise you to simply hand the prisoner over and permit Dace Andor to question him in the courts. Do not permit your personal feelings to bring further harm to the situation.

As an aside, I am also requesting Factol Nelisia overrule your refusal of entry in an effort to bring this unfortunate matter to a close and get on with business.

I will await the Factol's decision, and in the future will remember that the Fraternity make habits out of going back on their word.

As Garen and Caterina were apparently adamant on bring things higher up the chain, Charae sent a copy of all documents as well as a complaint to the Fraternity's Factol.

Caterina reviews the evidence she has been given and makes herself familiar with the reports, then she writes a letter to the prison.

As well as the conditions specified for The Smith's questioning by your officers The Fraternity has seen fit to send representative to see to it that both the subjects legal rights and The Fraternity's best interests are served.  I will be doing this personally, and to that end once The Smith has been taken into your Faction's care I will need to speak to him no later than twenty four hours before you begin your questioning.  I trust you to make the appropriate arrangements.

Red Smith is already within the Prison. As we are only permitted five days to question him, our organization will not sacrifice a day of that to accommodate your request as matters of Sigil security and the safety of its citizens are of concern here. I hope you understand.

If, however, you still wish to speak with the subject, I can permit you an hour to speak with him before we begin this afternoon unless you can extend the period of his stay here.

One hour will be not suffice.  Since you are aware of the law you will know that no evidence gained from an interview where the correct protocols are not observed, in this case the proper briefing of a suspect can be admissible as evidence.  I would also like to remind you that your Faction has this interview due to the good will of The Fraternity.  Just as your Faction needs time to work so do we.  The longer we delay wrangling over time the less time we have for questioning because as you rightly point out we have only five days to conclude the task.  In the spirit of the goodwill and cooperation and as a favour to someone I have worked closely with before from the beginning of both our careers I am willing to cut down the time I take to eighteen hours to allow the Smith to be briefed and fully rested before questioning takes place but I cannot allow much more of a concession than that.
