Hasclaan knocks at the judge's door, waits a bit and then enters. Greeting the man with a small bow he then says: "Greetings, sir. I got your message, what can I do for you?"

Dredd motions to one of two seats in front of his desk "take a seat please Hasclaan."

He offers a refreshment and waits till Hasclaan is seated and settled in before speaking again, "No doubt you've been contact by Garen about the next step in the Fraternity's plan. There has been a slight change of plans unfortunately due to, recent circumstances."

He has him a case file folder. When Hasclaan opens it, he will see an accurately drawn picture of Francis Colt, "I believe this man knows the location of a very sensitive Anarchist target, the actual whereabouts of what we are looking for. Unfortunately for us, that target exclusively resides in the Bastion of Lost Hope. I will need you, to lead a Triad force to find this man and bring him back to Sigil where we have a Guvner team to take over custody." He hands Hasclaan the proper paperwork needed for the approval of custody

"The man your looking for, Micheal Wohty, also known as Magic Mike, frequents a bar in the Bastion." He gestures to Francis's file "And that man, currently in Mercykiller custody knows the location and name, you will need that. " He waits for any questions and clarifications.

Hascalln thinks about what he had heard, then asks:

" Sir, I fear we cannot take this man into custody, in Sigil only the Harmonium may do so.

However we can just bring this man to one of our planar Strongholds... or, we simply ask for Harmonium assistance.

Is it important to have this man face a trial in the Cage?"

You will need the cooperation of the Mercykillers and Harmonium on this one, i'm sure the ones that are helping you know with your field work are up to this task, yes?"

If we bring this man to the Sigil he has to be arrested by the Harmonium until he gets a Trial, here at the Courts and afterwards, if found guilty, he is to be transferred to the Mercykillers.

Of course I know you are aware of all this, Sir, I just want to point out what challenges we will face should we decide to go this way.

This is why I suggest to bring him directly to one of our Strongholds outside the town."

The Necromancer pauses, eyes the judge curiously, thinking. He knows the rules the Cage is following, knows the laws they are based upon but he is a Guvner so he knows that there might be an opportunity to gain what they need nevertheless.

"Of course there might be a loophole if we can prove that this man is vital to our faction's work or internal matters. Can you declare him such, Sir?

I will also all necessary paperwork ready so I can submit it to our allies together with my request for their assistance so if we decide to go this way please prepare the necessary forms and documents as I am not authorized to do so myself.

Of course I volunteer to search the records for all laws and regulations on this to find the loophole we need- if such exists. "

"If you know of a way to get to one of our strongholds without coming through Sigil from the Bastion of Lost Hope, then use it Hasclaan. There is a difference in breaking the law and bending the law of which i am not asking either.

I am not asking for you to arrest nor unlawfully detain him. He has information our faction needs, so you are saying that we arrest him and put him on trial so we can get that information? Or do we use the law that we are stewards of, by filing the proper paper work he gestures to stack of papers he previously handed to Hasclaan , alerting the proper superiors and going through proper channels so we may question him about a matter that is very sensitive to the Fraternity, you know what the goal is here."

"But seeing as how you are reluctant to move against this individual what do you propose to do then to apprehend this man since we have no jurisdiction within the Bastion of Lost Hope?"

The necromancer seems surprised, even a bit puzzled which is a rather rare show of emotion for the man.

"Bending laws is not what we do. Rules and laws are how they are and must be followed. If there is a loophole for us to exploit it is different as the law is still valid in this situation, is still followed and no contradicted. It merely stops being applied to this situation.

The orders given to me by yourself were to take this man into custody. I am not authorized to do so in Sigil- noone of the Fraternity is if there is not a loophole we can exploit somewhere."

He pauses to let the words sink in.


"So I agree with you- this is something that we cannot do under normal circumstances in Sigil.

The only faction allowed to do this is the Harmonium. However if you found a loophole in this procedures I need to know about it as I will have to be the one explaining it to our allied factions.

While I am in overall command of this operation my interaction with other factions are done as an A6- which means people look at my documents, see they are written and authorized by somebody holding a factotum's rank and they realize quickly that I do not have even the authority to make those offers or to request that kind of aid.

So I have to ask- will this documents you prepared cover all possible legal challenges we might face? I need a bureau chief behind me in this and I want to make sure I have all I need in advance to avoid complicated situations like those that arised the last time.

If this is not the case I suggest we make sure this man never enters Sigil and keep the involvement of allied forces to a minimum. It is an internal Fraternity matter after all."
