A note arrives at the office of the Guvners.

This is Measure One Chari asking to whom reads this letter. I have a question, one i feel that you are able to answer. My question is, do the Harmonium have jurisdiction within UnderSigil? That is all. Please reply post haste for i feel there are things stirring within the depths.

Serina is rummaging through some files in the Guvners office and comes across a note of interest. Grabbing a quill, she quickly jots down a response:

Unfortunately, UnderSigil is considered a lawless area. That said, there is nothing stopping the Harmonium from sending several soldiers to clean the place up either. The authority of law may not carry weight there, but strength still will. If you believe that something is amiss down there, either pursue it privately in secret or consult your factol about sending an armed escort. I would be very interested in learning about what you find.
