A letter arrives by courier to Bureau Chief Garen's office.

Chief Garen,

I'd like to request you to contact your faction within Mechanus to transfer the fugitive Red Smith to Sigil. The Mercykillers believe that Red Smith may hold valuable intelligence regarding to the security and best interests of Sigil. If you would like to discuss it further, I can stop by your office later on or perhaps you'd like to come by the Prison.

Continuing her roll of managing internal and external request coming into the Bureau Caterina reads the letter and then dictates a reply into a mimir. It would be copied in triplicate, one copy would be sent to the prison, one forwarded to Garen and the third she would retain herself.

It is of course The Fraternity's wish to cooperate fully with our allies in The Triad, and to that end I have began the process that will see the desired individual transferred to Sigil.  However we will be unable to complete said transfer without the formal submission of evidence denoting probable cause as well as any unspent convictions held against them.  As soon as that is provided we will be able to procede swiftly with the matter at hand.

She fills out the required paperwork and adds a small note to the copy of the original request as well as her reply.

I have finalized the paperwork required to move this process along.  It awaits your signature once evidence is forthcoming from the prison.

Charae sent forward all appropriate documents to include Dace's account of his last interrogation of Red Smith as well as the reports of Helga and her involvement with the anarchists.

The evidence is carefully reviewed, copies of it are made and stored in the Bureau's archive. The originals are forwarded to Garen in short order.

The documents are signed returned to Caterina. Copies are filed in Garen's personal folders.

Many letters of clarification and re-clarification later, the Guvners in Port Pylon finally transfer Red Smith to Sigil.

When the paperwork is returned, an addenum is attached to the documents from Garen's office that physical torture or harm is not to come to the prisoner while in the Mercykillers care. He is also to be returned directly to the courts care as soon as the questioning is completed or a term of five days have passed.

The prisoner, of course, is never made aware of this and this information is also passed on to Dace

Once the paperwork is finalized and the transfer is complete a memo is sent to Garen.

As those under going questioning are by law required to be offered legal counsel it may be prudent for us to send a representative to do just that should the Smith require it.  Shall I see to it?

The six hours is a favor. The paperwork containing the deal does not mention I have to abide by your request. If you approach the Prison in an attempt to take Red Smith back, breaking the finalized deal we had with the Fratnerity, you will be barred from entry as is our right according to the new law of the city. Red Smith will then be returned once the five days (or the interrogation) has ended. My offer does not change.
