As you are no doubt aware I have been involved in the investigation of the forging of faction seals. The following arrests made by the Harmonium were done so on such fraudulent orders. As the defendants in question are still in Harmonium custody it means that they have not yet been tried. I believe a forged arrest warrant is grounds for a mistrial. However before they are released I would like to speak with them. Someone has gone to great lengths to put them where they are. I believe it would help my investigation greatly to discover why.

Please see that all incarcerated citizens arrested with false papers are released at first opportunity. Question them as you see fit and remind them that it was the Fraternity that saw to their release when doing so. it might make them more willing to speak with you about issues that may otherwise be kept quiet.

After she finishes the review of the evidence in The Smith Case Caterina makes herself a cup of tea, does the crossword in SIGIS and reads the headlines. She smiles to herself and then writes another letter.

The recent and very public split between The Mercykillers and The Fated cannot have escaped your notice. As a Faction The Fated are in possession od a lot of wealth in the form of tax revenue and a lot of knowledge in the form if The Hall of records. Both of these would be useful tools in advancing law and order in the city. As The Fated will no doubt be seeking allies to recover what strength they lost with the breaking of their alliance with the Red Death it may be better they found one in us as opposed to one of the less savoury Factions like The Doomguard or The Godsman. Perhaps this is something you could bring up the next time you and the other Bureau Chiefs meet with the Factol.

A chance to solidify the TriadÂ… to show we are stronger now than before.
I understand if you would like to continue this course of thought and would direct you to visit another Bureau Chief more sympathetic to the Fated than I. Perhaps another would see things differently.

After having met with Fated representatives they seem receptive to our advances based on the conditions we discussed. They had one concern I had not anticipated though. Apparently interning debtors in Sigil's prison is no longer an option for them and they cannot legally imprison people in Sigil. With that in mind they would like our help in extraditing prisoners to their holdings in Ysgard, after legal process and trial is observed here in Sigil of course.

As well, I'm not sure where the information about debtors no longer serving their time in the prison came about. According to Sigil law, those who refuse to pay their share of taxes will be interned in the prison until such a time as payment can be made or their time has been served in accordance with the decision of the Mercykillers... unless other options have be agreed to. This has not changed.

I believe The Fated's concerns come from the suspicion that this state of affairs will not continue, however if we can demonstrate that it will I think this may be sufficient for us to continue. I will keep you up to date with any developments. To clarify would I be correct in my assumption that any kind of early release for people interned in such a way would require the approval of the court?
