A new query appears in the offices of the Fraternity with seal of Fated. It is revealed to be an inquiry about documents and licenses of many sorts, from seemingly useless and needless to very questionable requests.

Amongst them are licenses for owning slaves, brandishing weapons and risqué garbs.

The signature identifies the sender as Sillxhistraja Fernalit, Namer of Fated.

Hasclaan reads through the requests, sorts the documents neatly before writing his answer.

Namer Fernalit,

I hereby send you all information needed to aquire the licenses in question.

He then bundles some selected folders together to send them attached to his message, the folders containing the basic informations and documents a citizen needs to request the licenses in question.

All in all about 2 pounds of documents- but he made sure that she got all informations needed.

The hell of bureaucracy is maddening, runs from one window to another taking toll on namer. A groan echoed in busy corridors, similar to many other, who are in the same position, running with papers for their needs.

At the end of third day, she could check through only several of many counters to get only important ones. Brandishing weapons license, the spellcasting and assorted magic gimmick usage in public license, lesser financial loan business license and improved public dress code license. Now there was only hope that these will be done soon, without getting lost in torrent of parchments.

Hasclaan reads through the papers Sill forwarded and is rewarded with some headache himself.

Of course duty is duty and sadly everything is there so he has no reason to send the whole stack back to the drow.

So he sits down, reading thoroughly through the papers, then penning his answer.

hereby the license for lesser financial loans is granted, see the documents attached.

After reviewing the other requests I fear I have to deny the general licenses that allow spellcasting or the use of magical items in public.
You are still free to use spells or items to effect your own but be aware that this could be seen as a hostile act- so every request by an authority (Harmonium officer, guard officcially charged with protecting private property ect.- see appendix 45a/12 of the Standard Regulations for Spellcasters) to stop must be followed immediately.

However I can grant you a license for casting curative and protective magic in emergencies but be aware that targetting an undead citicen with a cure spell is treated as a deadly attack (For the license see the documents attached).

The license for brandishing weapons is denied as there were no reasons brought forward to allow an exception of the usual rules (see § 234-15/12 to 965-3/7 of Sigil's civil laws).

The improved public dress code license has to be denied as well as you are neither a member of the Sensates nor a Streetperformer or Sexworker and also are not involved in dealing with hazerdous goods and creatures.

As usual you have 2 weeks to raise an objection to this decision and to appeal to one of my superiors.

This time, Sill was prepared. The run through offices was much faster. Fated even prepared new documents according to recent important changes of her status to not lose more time.

This time, her focus was on license for slave trade, involving their acquisition, ownership and sale.

This time, should Hasclaan open her file, he would note that it had been flagged by Bureau Chief Seph. A simple note that read;

Psyche assessment required for potential Slavery documentation. Individual witnessed displaying multiple personalities. Deny permits until the courts are satisfied with findings. B5 Seph

The necromancer looks through the forwarded documents and the attached note, files both, then writes a short response for Sill:

My Lady,

it is my duty to inform you that we are not able to grant you  the requested permits at the moment.

Attached are the forms and informations about procedures required to determine the mental stability of a subject. They are all worded politely and neutrally, complete with evelopes to send them to the appropriate sections of the courts.
