Examination Query: How can the multiverse be ordered by Laws and Axioms when entire planes of existence exist devoted entirely to Chaos and the absence of the aforementioned?

While the very nature of planar domains such as the Abyss, Limbo, Pandemonium, Arborea and Yisgard rebels at the notion of an ordered existence, and thrives on opportunities to tear down peace, harmony and legal constructs wherever they take root within their confines, even a cursory knowledge of such planes reveals the presence of order and Law within what the laymen refer to as the Planes of Chaos.

Consider Limbo, often put forward as the purest form of cosmic Chaos, undiluted by moral consistency as the other Planes of Anarchy tend to be. Even so, within Limbo there is evidence (however tenuous) of an underlying order. Firstly, the base material of Limbo, both in terms of energy and matter, is constituted of the same elementary building blocks as all other Outer Planes. Inner Plane energy and matter; and morphic in much the same manner as the other Outer Planes, just more so.

Secondly, consider the Slaadi, Limbo's principle residents. The very notion that we as outside observers can not only categorize the plane's natives into concrete and consistent species, much less that these species can be color-coded, is indicative of an underlying order and structure to this seemingly structure-less plane.

Thirdly, let us look at the broader cosmic structure within which these Chaotic planes exist. If one uses the most common planar categorization, the above mentioned 5 planes constitute the Planes of Chaos, while Baator, Acheron, Mechanus, Arcadia, and Celestia (again 5) represent the Planes of Law. The presence of 5 supposed planes of Anarchy to balance the 5 planes of Axiom indicates to me that even these Planes of Chaos exist within certain common parameters and adhere to some larger Axiom dealing with the structure and division of the Outer Planes as a whole.

The exam is collected by a rather bored looking Erimyes invigilator who turns and sneers at Alathusra as she collects the papers. It takes several days for the results upon a notice board in The City Court's main lobby. When she checks the results she would be pleased to note she has passed with a distinction.
