Details: Justicar Magnus was seen threatening and generally harassing a merchant of the Bazaar, when the filer of this report politely requested to see the court order authorizing his actions against the merchant. Justicar Magnus refused, turning to threaten the filer and to further claim that "Justice" was all the authorization he needed for his actions, thus implicitly admitting he was overstepping his authority. He was warned by Notary Winter to cease and desist or he would face arrest. Instead, Justicar Magnus attacked the merchant's bodyguards and was subdued.
Unless a prior court order can be found that authorized his actions, this incident constitutes unlawful assault and battery.
