A note is sent to the Fraternity Of Order:

"Dear Administrator/Judge

It has come to my immediate attention that the psycopath Marius Darktale has become a public threat to the city and the stability of the triad of order. I am requisitioning immediate permission to have him hunted by the Mercykiller Justicars and Harmonium Enforcement.

Lethal force would be authorised upon this legislation, as per doctrine five on the equal rights of criminals act: "If a criminal prooves to be a lethal threat to the stability of the city of doors and the sanctity of its people, lethal force may be permitted to detain or destroy the named individual."

Understanding the legal system is my job, but making the call is yours. We need to work as a unit in order to bring this man down. If order is to prevail, then it must be done with unity and harsh authority.

This man has had enough chances to redeem himself in the eyes of his peers. He has no intention of relenting his violent advance, it is clear he must be halted and stopped. We are the wall, give us permission to step forwards and we will be certain to end this threat and put a firm fist upon this criminals violence.

"Dear Mover Five Killeen Caine, Second in command of the Harmonium,

I am pleased to inform you that your warrant has been issued under my authority as administrator. The warrant permits the use of lethal force as requested by Harmonium and Mercykiller officers. However, I implore you to consider that his capture alive will be valuable to our legal system. Having him go properly through the courts and receive appropriate justice will demonstrate to the citizens the strength and value of all of our factions.

Secondly, I would add that the Happy Faces Act, which I am currently trying to get through processing, would both make finding this individual easier and discourage copycats. I hope I can receive your support in getting this law passed as quickly as possible. In the meantime, I wish you speedy success in your hunt for this suspect.

I have recieved the news and I am most greatful for your respect in this matter. Naturally the Harmonium will attempt with all modesty to retrieve the target alive, but failing this matter we will be forced to use lethal arms.

We hope you understand the predicament, as the criminal in question remains yet to be apprihended and remains a murderor on the very streets with a record of violence. This cannot be tolerated and must be put down before it can expand.

Regardless, I will read more of the Happy Faces Act when next I recieve opportunity, I appriciate fully your cooperation in this matter and it will not go unwanting.

The Harmonium owes the fraternity a debt of respect for this permit, it will not go to waste.
