Delivered to the Guvners is an immaculately written application for a business license for a Gambling and Entertainment establishment known as "The Ace in the Hole."
Included in the document is a formal request for the following:
1. Liquor License, both for Manufacture and Distrubution.
2. Gaming License
3. Tax Papers
4. Building Permit, including copies of the deeds for several adjacent properties recently purchased to be transferred to one Rith Fiddir
5. A writ granting the Fraternity, Harmonium and Mercykillers full access to the premises for their investigations.
6. A writ proclaiming that all employees of The Ace in the Hole will be subject to background checks, and that any employees found with a significant criminal background will be subject to immediate termination.
7. And last, but not least, a box of chocolate-covered cherries for Factol Hashkar. No, they aren't poisoned. Yes, they are DELICIOUS.

A quick response is sent:
Dear Rith Fiddler,
Your application is under review and we may need to request more documentation as the review process progresses. In the meantime, we would like to inform you that item 5 is unecessary, as the Triad has the right by law to investigate any property within city limits, regardless of whether writs are granted or not.
We will keep you posted on developments,
Munchie Tiddlebottoms,
Department of City Planning

Dear Mister Fiddler,
This is to inform you that the application is still under review. Given your criminal history, certain special restrictions will be applied to the business license if granted, and it is these restrictions which are being discussed before the issue is voted upon.
Any official documentation or to a lesser degreee- third-party statements vouching for your character, competence, and disinclination to break the law once again would be helpful.
Sincerely,
Munchie Tiddlebottoms

Mister Tiddlebottoms:
It should be brought to your attention that I was never actually convicted of any such crimes, and never went to trial. In addition: All minor warrants and charges that had been levied against me were dismissed upon the grounds that I had assisted the Harmonium with the retrieval of several caches of magic items and weapons that belonged to the Cartel.
Thus, as no guilty verdict was ever actually given to me, I was never taken to trial, and all charges had been dropped against me for any and all alleged crimes-- I was given a proverbial Tabula Rasa. As such, from a legal standpoint, my alleged "criminal past" may not be used, legally, in any judgements against me. I am, in all legal aspects, a completely innocent Sigilian Citizen and any potential ties to any criminal activity were expunged from my public records.
Thank you,
Rith Fiddir.
P.S: It's Fiddir! Pronounced Fid-Deer. FIDDIR! Not FIDDLER! I possess no violin!!

Dear Rith Fiddir,
Thank you for the clarification - I have cross referenced your claims with public record and found them consistent. I will have to expunge several logs on the record book of the board which approves/denies requests like yours. The discussion will have to start anew. It seems we need to get our records in proper order, with regards to this matter.
Additionally, I would like to inform you that though you have not been convicted of several felonies, you have been charged and thus there remains suspicion. As you stated, this suspicion cannot be used to make legal judgements against you in court, but it can very well weigh against your favor in municipal requests like these.
Though it is impossible for me to predict the future, based on my experience with the municipal voting board, I have a strong inkling that your request will be denied. (At this point the letter becomes suspicious). This does not necessarily have to be the case. If you would like me to clarify certain legal matters to you and discuss your available options, then I can set aside time for a meeting with you one on one.
Yours truly,
Munchie Tiddlebottoms

Munchie Tiddlebottoms suffered an untimely death tonight. Authorities say that the accident occurred as he was entering his estate in the Lady's Ward- when the springs inside his doors snapped and reversed: pinning and suffocating him in between the front door and the inside wall.
A new chair of the Department of City Planning will be elected tomorrow, and all pending requests will be delayed one day due to this.

((I'll need actual information OOCly regarding the establishment's location and scale (and perhaps the number of employees). That will determine how much wealth I take from Rith in game for payment of the establishment itself and regular upkeep.))
