Official Complaint Against Nero Urbane.

Rylif walks into one of the guvner's offices located near the City Court, while holding a parchment in his hand. He then heads towards the first clerk in his sight and requests assistance in filling an official complaint. wrote:
This is a tax evasion complaint against Nero Urbane, a private detective and a cheese monger.
During one of his interviews he admitted working for individual, known as Phantom, for a monetary reward. Later on, during countless replies Phantom himself admitted paying Nero Urbane a sum of 5000 jinx for his services.
Those two facts qualify Mr. Nero Urbane's detective activities as a form of job and therefore it is a subject of taxation, primary Intangible Tax.
It is also known thanks to SIGIS column, dedicated to Mr. Urbane that he is a resident of our fair city for over a month. Following this information and our own records, Mr Urbane evaded intangible tax not once, but three times.
Furthermore, Mr. Urbane made it his personal mission to make a mockery of our tax collectors, by either calling them frauds and demanding their badges "for closer examination", by claiming to be a rebel or by using magic to expedite his retreat(there is one known case where Mr. Urbane turns into a giant and uses his size advantage to run away).
Admittingly, I did managed to collect a sizeable amount of jinx from Mr. Urbane once, but that sum was barely enough to cover all of his previous fines and taxes, up to, but not included, last week. And it was before truth of his "hobby" came to light.
Additionally, I've ran a check on Mr Urbane's Galore Cheese Limited enterprise. And while there were no irregularities concerning tax payments, I did discovered a serious health and safety regulations violation.
During one of his interviews for SIGIS column Mr. Urbane admitted harboring cranium rats on the premises of his diary enterprise. What's worse is that Mr. Urbane is using cranium rats as labor force in his cheese brewery and there's no telling just how many diseases this vermin carries.
Last, but not least, my credibility as tax collector was nearly destroyed by the words of Mr. Urbane. Being relatively well known detective, Mr Urbane publicly accused me, Namer Rylif of being impostor. He did so out loud and in a middle of Great Bazaar, even after being presented with Fated faction emblem, issued only to tax collectors.
As a result of Mr. Urbane's actions, my work was disrupted for the entire day and due to the amount of witnesses my reputation as law abiding and legal tax collector was irreversibly damaged. From which my performance as tax collector suffers to this day.
 Therefore, I demand Mr. Nero Urbane pays a fine and compensation for the total sum of 5000 jinx (five thousand jinx). And I also require Harmonium involvement and assistance in retrieval of the stated sum.
Multiple intangible tax fines for a total sum of 1000 jinx.
Weekly Tax evasion fine - 500 jinx
Fine for harboring cranium rats and endangering the city of Sigil - 1200 jinx
Fine for violation of health and safety regulation by knowingly and willingly keeping cranium rats on the premises of food production facility - 800 jinx
Fine for damaging Fated tax collector's reputation and interfering with municipal worker's duty - 1500 jinx.

Ven would be the first individual and if approached would state the following.
"So ye can't collect your required taxes?" He would hand Rylif an overwhelming stack of papers, at least fifty needing signing. "If you with to make this statement, you shall have to fill out Forms E-67 through K-10" He would then take the notice and take it to an administrator to take care of.

Once he has completed the copies of the forms you have already given him, he is to file a Court fine form to initiate a file docket for each of the "intangible tax fines" mentioned in his letter. Each form is to be in triplicate and to include a precise description of the reason for fining. To satisfy court litigation I would recommend that each description be not less than five hundred words. This should satisfy the judges need for detailed summary.
He must also file Tax evasion complaint form 22 - C. This 6 page form should also be filed in triplicate to satisfy pertainate department filing. This should be repeated for each fine of tax evasions being sought.
Cranium rats, although irritable pests, fall under the foreign species act and must be registered. Have the Namer ensure that Mr Nero holds all pertainate paperwork for the species in his care. Should he not, then he is to take it up with a member of the Harmonium to level a citation against Mr Nero. Once we receive the Citation we can proceed with charges for this incident. I can recommend the proper paperwork once the Harmonium brings us the required citation but let's not waste his time with unnecessary forms at this time.
For the health and safety violations have the Namer of the Fated file forms 34 through 37 of the safe premises act. Once done we will forward them to the department of public health for them to begin the process to set up an appointment for Mr Nero's establishment. I'm unsure of the current backlog but am fairly confident that it can be arraigned to occur within the next 6 to 9 months. He should check back weekly to ensure his place in line once the forms have been forwarded.
Now... damaging his reputation. I've looked through some of our books and am quite confident that he'll want to file "defamation of Character" form 23-2. While not entirely Fated specific, it does broadly cover the spectrum of damaged reputation. Advise him to have at least five people fill out the witness section verifying that his reputation has, indeed, been harmed and how. We'd need specifics about what was said, how hindered he now is, failed relationships caused by the damage, etcetera. This should make things easier for him once we go to public trial about his damaged character and the flaws that have been brought to life due to the alleged remarks.
Good work on maintaining our file system and pertainate processes. I'll be sure to let your supervisor know of your sharp eye.

Ven would then go back to Rylif. He would then pull out his book of infinite folders and pull out all of the required documents for Rylif to fill out.
He would then hand them over to Rylif. "There is a court fine form that you have to file out for each specific offense in regards to the "intangible tax fines." Make sure they are all documented and signed in triplicate, and the descriptions must be at least Five Hundred words."
He would then gesture to more forms, showing him what he has to do with these ones. "This is form 22-C. You must fill it out in order to go ahead with the tax evasion complaints. This is to also be filed in triplicate."
"As for the rats, make sure Mr. Urbane has all of the certified documents as per section 99 of the foreign species act. They all must be registered. If not, you must take it up with the harmonium in order to get a citation. If you achieve that then we can direct you on what to do next."
He looks over everything else. "For the health and safety violations, you must file these documents." He pulls out another stack of documents from a seemingly endless number of them. "File forms 34 through 37." You are to hand them in. THe Proceedings can take quite a while. The backlog is fairly large and id suggest checking in every week to make sure we keep up on it."
He pulls out one last set of documents. "This is the last bit you need to do. It is for the Defamation of character charges, form 23-2. Have at least five individuals fill out the witness reports section in order to verify that your reputation has indeed been harmed, and how. You must be specific, especially in regard to what happened, and what damages have been sustained."
I sincerely apologize about the number of documents you must fill out, but it will help you ensure your case is brought into court, and that it is a success for you.

Ven would just sigh and shake his head. "There are laws, then there are ways around such. I am just following procedure so I would kindly suggest you calm down and either do what you are told to in regards to these forms or find a way around it." He gives a grin. "Either that or you find your way around such, and perhaps take a basher or two along when you do your collection runs. I can simplify it in the matter of that you can use the regular number two ink for everything but the signatures, which you shall have to sign in your own blood."

After hearing Ven's lecture Rylif turns around, tilts his head and says:
"First of all, what kind of barbaric practices is this, to be forced into signing anything with your own blood?! This isn't fiendish blood pact we're dealing with! And did I heard you correct?! You, a guvner, want me to take two thugs and to apply a brute force, in broad light, in a middle of Great Bazaar?! What kind of provocation is this? You, purposely want me to break the law?! And why should I even be hiring a thugs if we are supposed to have a Harmonium, to ENFORCE the law?! Why do we, Fated even bother collecting taxes for you, if none of the factions wishes to do their jobs properly, but insists on hiring thugs and BREAKING THE LAWS?!
And since we're talking about enforcing the law, do tell me, do you have Harmonium go through all of that paperwork as well? With every pickpocket, thief and murderer in their custody?! Do poor berks even live long enough to be trialed?!"

Ven gives a little chortle in response. "Who says you need to order your thugs to beat someone? Have them there to dissuade any attempts to either attack or threaten you. Intimidation in and of itself isn't illegal. Its the beating someone senseless or outright killing them that is. Remember, there is always a way around things." *grins*. "Oh and thank you. It isn't barbaric when I myself have fiends blood running through my veins. I could always make the requirements even more taxing, such as your soul, I am not the one who is desperate and on the verge of an outburst."
He then gestures to the documents. "These are the requirements, and if you even want to get this through to the courts then I suggest you fill them out as requested. You may yet come to realize keeping accurate records and actually providing evidence of occurances would actually help your case." He wouldn't be showing a single hint of emotion as he stated that. He was being dead serious. "And yes, the harmonium go through the same process. Sure they may gripe a bit, but they still go through and complete the paperwork required of them. So I suggest you yourself fill it out before I get impatient with you, and I wouldn't like to take things that far."

Rylif lowers his hands and clenches them into the fists. It looks like he's about looks as if he's about to explode and he doesn't mind taking someone along with him. Then in a moment he calms down and speaks. "Look, we both know that you're trying to feedme Balor crap here. So why won't we stop beating around the bush and start this whole thing all over again. Only this time, why won't you tell me what does it takes to get things done here? I mean really getting it done, and not filling up hundreds of forms..."

"Getting it done involves filling out the forms as required. There is no other acceptable way about it. Regardless there would be a long wait due to a backlog of cases, none of which will be pushed aside just so you can rush yours through, unless you really feel like going above my head."
Ven then jots down a few notes upon a few sheets of parchment and sticks them into his book of infinite folders. Upon doing so the following document would appear on Garen Sephs desk.
