To whom it may concern.
I have seen the deplorable state of the Bazzar, its stalls are old and worn, and the colours are faded. So many things need fixing. Is this what travellers to our fair city need to see when they arrive? A run down and decrepit market that looks like it belongs in Hive ward?
I say no!
I am a person on no small means, and can provide paint, cloth, and other materials and personnel that will make our Bazaar a much nicer place.
I seek official permission to go ahead with a Beautification project to be carried out in the Bazaar. I volunteer my time and resources to the effort, and no cost will be incurred by the city.
If you agree, or if i need to approach some other party, please let me know. I seek official recognition of this project with all relevant papers, especially with exemptions from taxation by the Fated on the grounds of this being a charity effort.
I can be contacted by a letter addressed to "Madam Krasavits" at the Green Mill.

Your suggestion is admirable and ambitious. While I would agree that the market is in need of updating, we cannot permit you to simply march in and alter that which belongs to others. That would violate our right to property laws.
Should you gain the permissions of the independent owners and operators, we can then decide on the matter of permits and such.

Once proper fees are covered, I'm sure our clerks will be happy to add a request to their list of tasks to search the proper files and records and amass a legal list of registered property owners within the market and bazaar. With luck, all affected owners will still be alive and living within the city so that other procedures to gain permissions need not be undertaken. Trying to find beneficiaries and such with inherited deeds is a time consuming task as you can imagine.
I will inform the deeds office of your interest so that they may start a proper collection of paperwork you will need to file in preparation of your request. This will make your task, once it reaches that stage, easier to traverse through the offices of the Fated.

Cere Mirth sits in her room at the Green Mill and is annoyed with the response. She was used to getting her own way. How else did she acquire a room at the Green Mill... after all, it is really an Elves only establishment, but her music soothed the owner and pleased the patrons, her whimsical light stories and rhymes found favour with the elves present, and so the owner had relented.
"Not good, not good" she muttered. "Damn their fishbrains. Flibber tangle widget" she ranted, slipping into typical Xoas ramblings as she was wont when she was annoyed.
"Plans gone astray. Need idea.
Stories are lies, stories are truth. The truth becomes a lie, and a lie becomes the truth." - she recited, one of her favourite catechisms.
"Plan B or C.... this minnow Seph, to give him a lift so he will assist, or to forget and no longer vex?"
She sits in her room a while, various expressions crossing her face as she ponders.

Cere heads to the Hall of Records to search for any owners of property in the city. It doesn't matter whom. It will be quicker to find a forger and make up some fake copies than actually search for all real copies.
