Petition to Revoke Hildmor's Bail

A letter is left at the courthouse directed towards the judge overseeing Hildmor's release.
I was shocked to find out Hildmor has been given Bail. This is a dangerous choice that jeopardizes the case and the lives of the witnesses. His bail must be revoked for the following reasons.
-As I told the Harmonium during our discussions, HIldmorÂ’s current body is one of his many clones. I explained how these functioned, while including a previously cloned body. There is nothing stopping dÂ’Kridis from leaving his current body and fleeing from either the trial itself or an unfavorable verdict. Special containment procedures must be taken.
-The crimes he has been charged with include coercing and bribing both the acting prosecution and the judge of cases against him. There is nothing stopping him from doing this again, even with a geas in place.
-The witnesses do not feel safe. Several have already begun questioning whether or not they should testify.. The halfling he kidnapped still has nightmares of her time during her capture and the thought of dÂ’Kridis reduces her to a stuttering mess. He does not need to speak with the witnesses to make it clear his previous threats will still hold.
Along with revoking his bail, the witnesses require further protection. I am asking for a restraining order against dÂ’Kridis and his cartel for each and every witness.
During the trial it may be no longer possible to keep him the required amount space away from the witnesses. He still must not be allowed to approach or speak to any witness- no exceptions. While the witnesses are in the same room as dÂ’Kridis, I ask that guards stand beside him and any other known Cartel member. While this may not be required for direct safety, it would give the witnesses the needed peace of mind.

Judge Majors whom is in charge of the case currently from Fraternity of Order side takes a look at the letter, reading it through.
Felicitations Nienna of Indepts, The clone matter is of little concern to us, would he do so, he will be facing a large scale manhunt on basis of attempting to escape from law in which case none of his clones would find themselves welcome within the borders of City of Sigil until justice is brought upon him. The law will not simply forget if the accused leaves.[size0][3] We have received your letter concerning revoking of the bail of Hildmor d'Kridis[size0][1]. The written concerns are detailed and informative, and as you say, the accused has been found guilty of bribing court officials in past case. However as the Fraternity of Order has been informed, the accused has been deemed incapable to perform magical spellcasting, the accused has also been subjected to multi-layered geas which consists committing crimes or getting others to do crime for him. Bribing, murder and threatening safety of ones person are all crimes and thus subject to the geas. If further peace of mind would be gained by having a court assigned spellslinger to ensure these protections are still intact in regular periods before the trial, this can be done. On the notation of mass-restraining orders; I agree and this will be done, with notation that any witness can choose to take it or not. Set of restraining orders will be pre-filled in my office and be only subjected to signature of the witness involved. Each witness will be given evaluation based upon their mental state[size0][2] whether they are capable of conversing directly with the accused, if witness is incapable the accused will not be given possibility of talking or provoking witness, they may still be subject to defense questioning however which would mean a defense attorney. I shall note the court security to remain on high-alert during the trial. The verdict for the revoking of Hildmors Bail; Denied. At this current moment concerns of one person is not enough to revoke the bail[size0][1]. While the concerns were well explained, the Fraternity sees that proper safety protocols have been followed to prevent a situation which would cause harm to witnesses. We are of course willing to review the case if further such concerns are brought upon Fraternity of Orders attention. Crevan Majors A-10 Judge [size0][1] Matters of altering court verdict; Verdicts done by the court are absolute, but may be reviewed when new evidences or major public concern is brought to the attention of court. [2] Fragile mental state within the court; If concerns of fragile, unstable or handicapped states of mind are brought to attention of the court, an evaluation will be assigned by the court to determine to which extent, if any, the person in question is capable to take part within the court as well as the reliability of testimonies within the court of law. [3] Escaping law; Though final verdict is chosen by the court within presence of the accused, there are cases where accused would attempt to flee the trial: [3.1] Fleeing before trials has started or not participating the trial in which accused is designated in. Judge may decide based upon their best knowledge the procedure whether to continue the trial without accused or re-schedual the trial. [3.2] Fleeing during the trials. The Judge can choose upon their best knowledge whether to press on the verdict or re-schedual the trial. [/li]

*A similar letter, written by Jaina, arrives*
I don't mean to second-guess any of our High-ups' decisions, but, frankly, I'm more than a little disturbed that someone like Hildmor d'Kridis would be allowed to roam free on bail. While I'm not too familiar with what a geas, or much of any other kind of magic, for that matter, but, as I've learned attending several lectures, every rule has a loophole, somewhere. Knowing this, it's not impossible that d'Kridis could have a way to bypass this "geas" entirely, or, worse yet, have witnesses silenced and evidence destroyed without even having to do this. I've seen enough of his underlings to know that they are, for the most part, bloodthirsty brutes who don't need much of a reason to kill anyone. All he would need to do is mention offhandedly to one of them who the witnesses are, or who would have what information, and I've little doubt that they would quickly and eagerly do exactly what he wants without him needing to even ask them (especially since one of his underlings, one Rith Fiddar, has an uncanny innate ability to assume the form of just about anything he wants to). Please, at least reconsider this decision.

Judge Majors sits looking at the steadily building pile of petitions on his desk and sighs.
He calls for his aide.
"Do we have any precedents for revocation of bail based on public petition? Is it even legal? Find out quickly... last thing i want is a lynchmob forming outside the courthouse."

*A letter sent by mara*
I was assured that if I testified steps would be taken to ensure my protection. I am quite fearful that the man who kidnapped me is free to do what he likes, while I must hide away unable to do anything.

Judge Majors calls his aide in and gestures at the growing pile of petitions.
"Ok, what you got for me? Can we revoke the bail directly? Or if not, tell me you found a loophole, or else ill bust you down to Namer"
The nervous Aide winces but proceeds:
"Revocation of bail is possible under several conditions. As you know, we do not normally allow laws that allow the masses to dictate what we can and cannot do. However, and most relevantly, in the case of citizens with a criminal history, public petition can be taken into consideration."
Judge Majors gestures to the stack on papers on his desk "I think this must qualify don't you?"
The Aide bobs his head "Indeed."
"Very well" continued the judge "Draw up the paperwork, alert the Harmonium and the Mercykillers. I want Hildmor d'Kridis back behind bars before anti-peak and a public announcement in SIGIS proclaiming the revocation of the bail."
