A written recommendation for promotion is sent by the Harmonium to Fraternity of Order that is directed at bureau chiefs

[b]Greetings Members of Fraternity of Order,[/b] In recent case against the Hildmor d'Kridis the Harmonium had assigned Garen Seph the A9 of Fraternity of Order. I on behalf of Harmonium would wish to give my recommendation for this members promotion. Despite the conflicting data, which to be noted was an error in Harmonium investigation, he performed in professional fashion even under the pressure and risks due to the dangerous nature of the assignment. It would be a great shame to see this mans talents be wasted in his current position while he could do so much more in greater position for both of our factions and to the laws of Sigil.
