A letter is delivered to the Fraternity, adressed with

To Whom It May Concern
Inquiry into Rules and Regulations regarding the Establishment of Charitable Institutions


Upon opening the letter, a body would read:

To Whom It May Concern

As a requisite step to judging the feasibility of possible future projects, I would request information on the legal requirements of establishing charitable institutions in Sigil in general and the area known as the Hive in particular.

Areas of interest include, but are not limited to:
  • Limitations on rental/purchase and use of real estate, esp. in the Hive
  • Specifically, actual legal restrictions on establishing/running charitable institutions in the Hive are (as opposed to potential opposition based solely on said area's overall reputation)
  • Disclosure requirements regarding project funding/involvement
  • Limitations regarding the ivolvement of individuals with previous criminal record
  • Requirements for involving established factions within Sigil in projects
As and additional point of information to possibly limit the amount of work involved in assessing the legal frame for such projects, currently in the initial planning stages would be a soup kitchen and flop house.

If providing an assessment on the legal frame for potential charitable projects in the Hive is assumed to be an effort requiring in excess of a sum of 10,000 gold pieces in fees, please contact me with an estimate before beginning such assessment.

The purchasing of property in the Hive is subject to taxation and legal deed as much as any other part of the city. Upon assessment by a member of the fated it will be decided the actual tax value of the property. You will then be required to maintain regular tax payments (based on assessment) to maintain ownership of said property. A proper deed is to be filed with the Fraternity for archive records. A nominal fee of 500 gold is required for such filing. If your goal is renting from another, then an agreement must be filed between you and the owner in regards to rental terms. A nominal fee of 250 gold is required for such filing. This is to ensure the owner maintains proper taxation payments for his income from the agreement. Unless arrangements are made with the Harmonium, security of the establishment is your responsibility.

Every charitable organization is to be registered with the Fraternity and the Fated. A base fee of 500 gold is required for permit purposes and 500 gold is required annually for renewal purposes. Records of all donations made to the charity are to be kept and submitted to the Fated on a monthly basis for taxation purposes.

Records of all donations made to the charity are to be maintained and submitted to the Fated on a monthly basis for taxation purposes. Donations of over 500 gold pieces are to also have the donor listed for taxation purposes.

• Limitations regarding the involvement of individuals with previous criminal record

Individuals with criminal records are barred from directly administering a registered charitable organization within the city of Sigil and her territories. You may administer a charity on their behalf but said charity will be audited monthly to ensure all proceeds are being spent properly and not being funneled into criminal activity. A fee of 250 gold will be charged at each audit for record maintenance purposes.

• Requirements for involving established factions within Sigil in projects

Established factions are welcome to involve themselves, at your request, as they see fit so long as they adhere to the above regulations and rules.
