Scope of/Purpose of Investigatory InquiryQuestionable Conduct in relation to possible felonious interaction with the Harmonium.


Overview of Investigation; Pt1 - Per our conversation with A1 – Istril, Adama, in the matter of his actions of concern towards the Harmonium, it has come to light that he has been using his own political reach and faction standing within the Fraternity for the purpose of metaphorically strong arming them into releasing his daughter from their custody. Pt2 – In addition to the admission of his own efforts to manipulate the Harmonium, Adama made it known that he himself was being blackmailed by presences unknown, by way of a crime committed against the Factol Hashkar during their more junior years of progression within the Fraternity. This secondary confession presents a crime that goes beyond the scope of the current investigation and should be followed up by other IA agents in due course.


Pt 1 – Primary Findings


When starting to questioning Adama, he immediately declared his ignorance of why he had been called in for questioning. He then offered up of a list of items that might have been the cause of both the inquiry and his probationary leave of position within the Fraternity. Including; 1.)His daughter’s fate. 2.)His interaction with the, quote, “Lobsters”. 3.)Along with his giving out of papers.

We began with information regarding his daughter. According to Adama his daughter, a Sensate by the name of Amaranthe, had gained a fondness for vampires. He also noted that his family was not concerned about money, and thus she spent it as she wished. Sometime before Adama’s actions, his daughter informed him that she had found a particular vampire she was interested in. At some later date she did not return home and her absence gave her father cause for concern. He contacted the Harmonium to check if they knew anything in regard to her whereabouts and learned that she had been taken into custody.

Per his explanation, Adama asked ...the Harmonium... to see his daughter, and she made it clear that she wished to be released. The investigator assumes this request on their behalf was not granted, as Adama continued on to say he “started working on letting her out”. Noting at the time that he believed his personal clerics could, quote, “handle her better than whatever low grade under payed quacks those fellows have”.
He was next asked to elaborate on what he was working on, wherein he stated that he was, quote, “pressuring the red ones.” That he knew some people within the Harmonium. That he began sending requests, documents, and withholding information from them to, quote, “make their life harder, and asking for her in return”.

The inquiry turned at that point from his dealings with the Harmonium to the appointment he had recently kept to questionable results;
By his admission, the meeting was held with the vampire responsible for turning his daughter. That he only met him the single time in which he gave the vampire in question the papers previously referenced in this document. Note; Reference files for the documents are included in IA’s personnel records and attached herein. Adama told me that this vampire was sent to him by yet another vampire, with a claim being made that, quote, “he wanted to avoid breaking laws related to vampirism in the city”.

For a point of reference, the reason why he would have been selected to provide this information, when any clerk could likely have provided such was that, quote, “I was working on writing a book on the topic. I am well known for my wealth of knowledge on obscure racial case lore”.

As to how his meeting carried on, Adama claimed that the vampire in question almost ate him. That he threw the requested papers at the vampire and sent the vampire away at that time. This is where Adama also mentioned that the male vampire he was meeting with had brought along two women, both of which were presumed to also be vampires as he claims they turned into mist and vanished into the floor. Note: Adama did not seek after the female vampire’s tags.

When asked why he did not summon the bailiffs in response to the threat presented by the vampires, he claimed they did not attack him, only that they seemed hungry. The traits he described as qualifying them for looking hungry were quote, “fangs out, eyes glowing red, panting”. Adama further stated the vampire had come to the meeting with him, angry and muttering to himself. That he, quote, “Seemed totally barmy”. Yet the vampire had all of the right requests and papers. That he sent him away so that the vampire would not hurt anyone else.

At this juncture Adama brought up the names Al Vin Mastrovish and Ser Malcolmn. One in reference to the vampire who sent the individual he met with. Leaving a bit of a hanging assumption that the meeting had been with the vampire tagged Ser Malcolmn. Note: The investigators were unable to be double verified and further clarification on this topic was evaded.

The papers Adama handed over to presumably Ser Malcolmn, were stated to be the charges and rulings for all of our (read: the Fraternity’s) vampiric cases dating back three Factols. Mentioning that one or both vampires wished to know exactly what one could, quote, “get away with” and that they mentioned to him not wanting to fall into any traps. Note: No further elaboration was provided on stated intents for said traps or oversight were to be.

Here Ends the record of the primary inquiry. The continuation in part two is based on further questions into a motive for the A1’s actions but has no direct bearing on the initial scope of the investigation.

Pt 2 – Secondary Findings

Pertaining to further inquiry to explain the Administrator Istril’s actions; Adama spoke of being blackmailed. He claimed to have no knowledge as to the identity of the blackmailer, only that they knew a ruinous secret about his past they were using as leverage against him.

The secret was not entirely divulged. However, Adama spoke of betraying Factol Hashkar in the pursuit of one of his cases. The act having halted the Factol Hashkar’s promotion to B1 for a span of ten turns. Adama confessed to breaking, in his words, more than a few rules and laws to make this happen.

Yet, Adama claims he does not know who they are or how they found out about his actions, stating only that the blackmailer had mailed him a copy of said evidence and a list of commands, also that, quote, “It’s been going like this for a few turns”. The only people Adama claimed to know about his actions, were a few Aides at the time, with an addition that from what he was able to discern, none of those Aides were carrying out the blackmail.

I asked after his own efforts to locate the source of the blackmail. His respond was that his agent’s heads were sent back in boxes. Along with the fac that this same source bade him to give the records herein noted to the presumed Ser Malcolm per their appointment.
In addition to this, I asked after other orders that had been given recently under the threat of blackmail and he made a claim that the only other command given was to, quote, “Deliver these letters”, and that the request was much shorter than usual. Here Adama mentioned he had received this command via the official mail system used by the Fraternity, but that he did not know what office sent it along.

At this time, per my request, Adama provided the letter he had received, and spoke of having prevented it from burning upon being read as it was, by his claim, supposed to have. (See attached letter to be kept with evidence file regarding this case, due exbt A8-Istril. ) With the letter in safe keeping, and sufficiently warded against tampering, the questions looped back to asking after his dealing with the Harmonium. Why he did not simply go through the proper channels and try to work with our fellow Triad to secure her release or comfort, his reply was, quote, “The hardheads are idiots, and I didn’t want them handling my girls any longer than was needed. I assumed they would treat her like a culprit. When we spoke, they kept her in cells, cast magic on her, and told her nothing.”

After giving this admission Adama closed our questioning by refusing to speak further on the matter, offering only the final words of, quote, “You have what you need. Fire me, try me, and get on with it”.

Based on the recent investigation and report into Istril Adama, two Guvners were introduced into the fold of Internal Affairs. A6 Kaltia Tsaryov and A9 Usi'dora Sato were now available to be called in to investigate other Internal Affair issues.

Bureau Chief Kaltia Tsaryov, files a report and paperwork in conjunction to another recently received classified Harmonium notice of pending investigation. (( Found Here: viewtopic.php?t=8888 )) The BC's report also speaks to classification not only requiring the Rank of Factor, but also direct affiliation with the Bureau of Internal Affairs. A pending investigation to be carried out jointly between the Harmonium, the Fraternity of Order, and especially, if strangely, undercover elements of the Xaositects. Once all of the paperwork is signed, sealed, and filed, the BC has two copies of the combined paperwork sent via IA couriers to Factor Reina of the Harmonium.
