Details of the Report

Be advised, there seems to be new insurgence of information war on the way. Crumpled notes found its way in the Bazaar, deflamatory notes that may be a beginning of mischief or an attempt to provoke disorder. I observed 3 notes, however found out the contents only second-hand for two of them.

First was picked up by Namer Kotaro of the Mercykillers & Hiromo Clan. They expressed that its contents did not matter, but they likely didn't wish to trouble me. At the time I didn't press on as it seemed meaningless.

Second note was thrown at his back as he was having a lighthearted confrontation with the fey known as Trissa, one which ended without violence. This note was picked up and read outloud by a, likely male, short and petite figure clad in dark blue and concealing hood. I cannot remember word to word message but it expressed with no uncertain terms for people to "see the truth and abandon arbitrary right and wrong".

Last note of which was thrown at me, by whom... I could not see. A person of powerful talents to conceal their presence without doubt. This note was picked up by *name copied from their previous testimony in another case* "Colonel" Araki Yasuyo. Again second-hand information as they said the note said "Got a warrant" signed by "AR".

Remain on the lookout whether this was a temporary phenomenon or an issue on the rise.

Notary.

You will come to learn very quickly that such publications and trash writing occur every day here in Sigil and there is always someone somewhere putting their disapproval of us in writing. I have found and been given several of these articles of writing as well. I can only suggest you be vigilant but don't get worked up over what people write and that you understand that should the situation escalate then it will be dealt with in the same way as we deal with it every time it happens, with unwavering dedication and devotion to our way.

I am going to tell you the same thing I tell all the new recruits, and i meant to tell you this last time we crossed paths.

Don't talk to any reporters who are asking questions PERIOD especially the berks from S.I.G.I.S. If they have any questions send them to myself, any other measure or someone of higher rank. Its bad enough those bastard reporters can take even our utter silence and turn it into a ten page story, lets not give them anything to put into ink.

Thank you for a prompt response, sir. I did not mean to imply that this is abnormal, merely that it was persistent and mischievous enough to arouse my attention. If it remains as such, that is fine. I didn't join the Harmonium to make friends. But it was clearly an attempt to undermine my authority as it occurred before my eyes yet still managed to go unnoticed. Such show of "weakness" may encourage a more persistent resistance as such leading to escalation.

I intend to remain unprovoked, even an inquiry whether I have a warrant or not has no weight. I know that I may arrest a citizen into holding cell for two days legally. During two days further legal actions may extend this if seen fit, a perfectly sufficient even without a warrant. And to wise people of Sigil, enough of a deterrent. But as proven, many in the Sigil are not what I'd constitute as wise.

So far reporters have not given me any inquiries, but as you order, I shall send them to your direction. If I may be so bold as to advice an alternative option; could we not just express that the Harmonium intends to make their own public release of the situation after all the information has been collected accordingly? Few would find an argument to oppose an initiative to proper form, and it'd ideally give us greater control on the published material, taking it away from rabblerousers. Of course such an offer should only be made when the prying minds ache to hear their version of "truth".

It may not convince everyone, but it should keep the rational from getting stirred into opposition, and retain control over information provided to the public. In many ways this wouldn't be all too different from wanted posters or public warnings.

The measure sits back as he reads the Notarys response and rub his clean shaven face in thought. He glances over to a reflective surface on his desk that he often used for self reflection (no pun intended) and nodded to himself in thought.

"Its not a bad idea, maybe we should establish our own publication system, hell if the indeps and revs want to fight us with words then why not fight fire with fire".

He sits there in silence for along time, deep in thought.

Assuming that this is up for general discussion ((if not I'll retract my post)), Diona puts in:

It might be worthwhile, while the notion of a Harmonium publication office is being considered, to designate a single Harmonium official to whom any press inquiries should be routed, and from whom any statement made under Harmonium auspices in the written press must come.

This would stifle any temptations our fellow officers might have in responding to SIGIS provocations, and help to unify our messaging to the masses through a single competent voice.

Measure Cryptbane offered the position to myself, notary one Nica Brianna Kelter. However I do have to acknowledge my limitations of sustaining activity on the field, the Fey matters, regular reports, evaluations and discoveries on the field and also try to find the time to write publications for the public.

Notary One, Diona appears keen to get this matter on the move, I would suggest handing her the duty as she appears capable and authorative enough with words.
