Victims: Cornelia and Scarlet
Perpetrator: Currently Unknown, still under investigation
Events: Verbal harassment, two days ago there was an opening of a portal, a mage came out of it, cast Mordikain's Disjunction, stripping Scarlet of her protective wards. A portal was almost immediately cast and the perpetrator escaped.
Possible Witnesses to the Event: Dr. Brindas , Greg Wolfinson
Actions to be taken: An interview with Dr. Brindas will be occurring this evening. Attempts to interview Mr. Wolfinson will be ongoing.
On the subject of verbal harassment, Scarlet identified one Elrithia. However, it should be emphasized that this was a verbal confrontation on the concept of "fiendish outsiders" worshipping Sune. There is no current evidence that this has progressed any further.

Attached are the interviews of Mr. Greg Wolfinson and Dr. Brindas Defeign.
Mr. Wolfinson testified that he did not see a spell cast, nor a person casting it.
Dr. Defeign did note that a Disjunction was cast at Scarlet, however, he was unaware of the perpetrator or the direction from which the spell was cast.
However, he did note that Scarlet, who is apparently able to Turn both the Undead and Ousiders, cast a Turning that same day in the bazaar in the presence of a Lich, thereby threatening the health and safety of both Outsider and Undead citizens.
Recommendations:
1) Continue to monitor and document any harassment of Cornelia and Scarlet, although Cornelia was not interviewed as she has not been present as of late.
2) Continue to monitor and document any use of Turnings by Scarlet in a public place. My superiors may wish to consult with the Guard who were patrolling that day to see if there is any official evidence that she cast this Turning and who the target was.

thank you for the report, you handled the situation well.
I agree with your assessment, keep an eye on the situation and do not be afraid to remind all sides involved to jeep the town's peace.
Often both sides in a conflict add to the escalation of it so to remain neutral is important.
