"Truth be told sir, this isnt about capturing Oerianna at all, its about cutting off her capacity to do more damage.
By cutting her from S.I.G.I.S her credibility becomes damaged. This is a matter of media attrition, now that shes been humilated, she can only go on to further humilate herself.
Once people see her as little more than a doomsayer in the street, it wont matter if we arrest her or not. The fact remains though, we've left this rotten fruit to fester to long, we needed to do something. Hopefully, this will assure that something is an effective way to cut down the weeds.

Instead of conducting such actions, I propose keeping an eye out on the SIGIS press and tracking this person down quietly. We don't need another media mess telling that we do nothing but impose, threaten and make things worse. This person has only one place they constantly go to, that is the way to track them down. S.I.G.I.S. is useful for finding the people that can be assumed to be threat to Sigil, since they leave traces where they otherwise might not.
Even if the person just leaves a letter, the original letters are methods of tracking, if they meet someone we have a trace. Who knows what they will do if we try to prevent them doing what they do, it might be worse so I'd instead rather have their location known to prevent them of performing any actions against the peace of Sigil.
