One Mover Eldridge approves the suggestion of Protective Custody for Argent.

He also orders renewed efforts to capture the Vizier, and issues a warrant for Goreclaw, if it has not been previously issued.

All patrols are ordered to look at large groups of undead in the Clerk's and Lady's Wards with extreme suspicion.

Earlier today a skeletal messenger distributed paper documents around the Sigil, when confronted it, according to witnesses, took distance before blowing up and sending shrapnels around to the pursuing Harmonium members. Two Harmonium members sustained injuries, one whose condition is still unstable, but I'm feeling hopeful of the recovery.

The note says:

The amulet for Altair. Sign of One, we reach the end of this. Admit your lies to the ones you've led into harm's way and surrender the pieces. For the ones who know nothing of the dreamers' designs...any who interfere will find no mercy left in me.

The message is clear, they're trying to blackmail as expected in the past already. The message and shrapnel explosive are either a warning of what's to come for public if their demands aren't met. It's also a possibility that they are trying to send a message that nobody else needs to get hurt and show their good will by having it explode only away from civilian public.

Regardless, it should be good idea to prepare for asymmetric tactics from the lich and seek to isolate the questionable undead before confronting them as to avoid harm done to civilians.

Junathoraxus observes proceedings in the barracks quietly stroking his beard while in human form, pondering the huff and debates regarding these matters. He decides to enter the offices of Sr. Official's he trusts.

Nica marches in with the lich, the Gray Vizier in shackles. Much to the mumbling and confusion, the lich offered no resistance at any point. Going through standard procedure, the lich is stripped from its possessions which get catalogued and listed for Harmonium safekeeping. The lich was listed the charges they stand accused of and reminded that guilt will be conclusively decided by the Fraternity of Order in a legally binding trial.

The Gray Vizier has Surrendered

The Gray Vizier has surrendered to myself, Nica Brianna Kelter, within the Lady's Ward today. He came out of his own initiative and without resistance. When I had a small chat with him, he expressed that Eris has been infecting planewalkers and assisting the Raven Queen as well, they had believed themselves immune to such trickery, but said they had been mistaken.

Eris is a power whom becomes stronger from actions instead of prayers. So long as chaos ensues, she is empowered. And the lich believed their rampage within the Cage also empowered them, leading them to the conclusion that it was wise to surrender to prevent it.

I have assigned extra guards to the holding cells to ensure that any form of trickery has a better chance to be prevented. The Fraternity of Order will be informed as soon as possible.

Sitting in it's cell, the lich stared ahead into the dark, waiting. It's penance was interrupted by an overheard conversation in the hall outside, speaking of the Mimir killer and their abduction of faction members...including the Athar. It's eye sockets flaring, it focused it's energies and let go of the body it inhabited, collapsing into dust.

Amends would have to wait until after it's brother defier was rescued....

After learning that the lich had escaped, Nica looked at the dust in the cell, frowning, disappointed of their decision. Collecting the dust into a jar promptly before it could be disrupted. She wasn't expert in all things magic, but even she knew that components of the recipient can bolster their effects.

She promptly writes a new report regarding the case.

The Gray Vizier has Escaped

I need to regretfully inform that the lich, known as the Gray Vizier, has escaped by collapsing its own body, at the fourth day of captivity. It is uncertain what triggered this development as they had displayed subservience to the legal approach prior to this moment. The dust collected from the remnants of what once was their body, will be utilised in an effort to discover the lich and recapture them.

They will no longer be given a respectful treatment, now that they have spoiled their one chance of redemption. The subsequent captivity will have to be performed via some level of containment field which can prevent this outcome, and they will no longer be given the benefit of "having surrendered willingly and out of own initiative" for the matters of courts. Second count of resisting arrest will be added to their charges.

The Fraternity of Order will be informed of the development, so as to cancel any plans they may have put in place.
