Mover three Kleivous marches to Jhaenus Korreth after the recent S.I.G.I.S. seemingly infuriated but before he manages to discuss he is called to the office of Jhaenus. After several minutes they walks out and the two shakes their hands seemingly content, then parts their way.

Mover Four Jhaenus Korreth issues ultimatum on this "Amnesty may only be provided if the wanted person surrenders to Harmonium and travels to barracks. She provided an intel slip for a runner to take to the Mover Jhaenus, detailing the name of the doppleganger "Rith Fiddir".
She also incisted very strongly that Amnesty be given for his involvement in acting as a snitch for the Harmonium and that her word be honored to the best of its ability.
She also assured the Mover that Rith confessed to being a smuggler under D'kridis up untill he was asked to murder for him. Rith declined and as such had a change of heart, leading to his amnesty request and information trade.
She also points out Rith is deeply upset about the matter and will likely require some delicate diplomacy if the Mover wants to draw him out, being a doppleganger, he can likley just find a new name in no time if they try too hard to pressure him into comming in.
Amaku meanwhile watches proceedings with a growing concern. First the militant harshness now shipping them to Arcadia like they were prisoners of war and not a gang takedown.
She felt this was far too extreme, but to avoid loosing her possition in the army she said nothing. After all, the Harmonium needed a voice of reason in the high ranks and if she could do anything to hold back the fire that was comming she would try to.
As a result she would constantly visit prisoners that were captured and offer supplies and distribution in return for relible information and a guarenteed promise that they would be treated fairly.
"I would suggest taking everything that is said with a grain of salt sir. This man is as shifty as they get, and I know for a fact he has done work for the cartel on an almost loyal level, and I know furthermore he does not like us. Do not take the information that was given as true until it can be confirmed as true beyond shadow of a doubt."

New orders are promptly sent to the members of Harmonium: Consortium is not to be harmed, a cease fire is in effect and peace negotiations are expected.

Mover Four Jhaenus Korreth informs the Harmonium before they make any public notification regarding the Revolutionary Leagues to them directly

Everyone with masks or any form of identity concealing apparel are to be considered high suspicion and a potential threat to Harmonium cause. All containers brought to Harmonium facilities are to be examined before entrance is cleared, all documentation is to be double checked. Any suspicious people around Harmonium establishments are to be noted immediately. If imminent threat is approaching, use of force is allowed. Inform trading partners that we will request caravan guards from their organization during this period as our own forces will be securing our establishments. Also this will act as political move to signal the public that the hostile intents of Anarchists do not extend only against the Harmonium, but also against any innocent third party members. All members of Harmonium is to realize this, we will not negotiate over prisoners. If you will get captured, the Harmonium will arrange to best of their capabilities rescue operations, but there shall be no negotiation. Cartel caravans, things and people captured outside Sigil
For the first couple of days of the war, it would appear pretty easy. Later, it is obvious that the Cartel has caught on to what is happening. Picking out Cartel shipments and members amids all other merchants now takes quite a lot of effort. They develop false indentities, mix in with other caravans, wear colours and insignias of other existent and nonexistent merchant groups or merkhant lords, et cetera. Most the Cartel 'members' already captured are just hired workers and guards. Those of the people leading said caravans met Hildmor but never were involved with other branches of the Cartel and they know only bits and pieces about other routes. On the day three, one of the shipments actually turned out to be a decoy and an ambush, the Harmonium's smaller force(a part of one of those 5 Taskforces sent to work in outlands and other planes) had to retreat. By the time reinforcements arrived, no bodies or sentient living beings except perhaps marauders were found on the site of the battle. The ambushers retreated, abandoning the faux shipment carts. Whether any of the Harmonium fallen were taken as prisoners or just killed(and bodies taken) remains unclear at this point.
Ofcourse, the typical underworld oath of silence is still in place on the caravan leaders but some of them crack. It appears that Cartel employs a safety system similar to that of Shadow Thieves of Amn or the Revolutionary League, one caravan leader knows no more than three others.

Caravan assault operations is halted soon after the tactics of cartel adjusts to it and altered strictly to spying the departures and entrances to Cartel warehouses to make notes of the Caravans and send the details to Harmonium HQ.

With the extended time of having to been able to monitor the actual actions of Revolutionary League and the reports coming in of members of Cartel being forced out of hideouts makes Mover Four Jhaenus Korreth call the leaders of other divisions during this war for a meeting to debate the options in closed doors. It takes couple of hours and once they exit the private meeting quarters there is mixed expressions among the leadership over the apparent decision. Jhaenus Korreth announces yet again to the Harmonium

We likely could win this would it come to war, but in current state as little as we care about the Anarchists, it is unnecessary war not to mention we do not have the popular opinion at our side, that said neither does Cartel or the Revolutionary League. Nobody wants a prolonged war. However we cannot appear as if we are forced upon this by Revolutionary League, since we are not. Our announcement must reflect this, we will remain on high alert, but same time start to slowly reduce our numbers in the Under Sigil. The Harmonium members whom are moved from the duty are allowed a vacation. Would we see the Revolutionary League cease their hostilities against Cartel, then we will adjust and respond with larger force. For now, our operations will be moved to the planes where it would seem the Cartel has adjusted to our tactics, such was not unexpected and we will simply re-adjust ourselves."[/i] [/li]

Assuming Rith would be taken to the Office of Factol Sarin, as requested, he would respectfully take a seat.

Life is precious, and I shall not put a price upon it.
That is precisely why I turn myself in to you now. That's precisely why I gave Notary Kour the map, leading past the traps in Undersigil and to several supply caches that I had put together during the time of Hildmor's war with the Cult of Tharizdun. I did that because I knew that in their search for Hildmor the Harmonium was going to do what they do best: invade. The people of Undersigil have nothing, less than those in the Hive. I knew that if the Harmonium started busting into people's homes, looking for Hildmor, not unlike what they have done in the past looking for this "Phoenix" bloke in the Anarchists....innocent people would die.
I look you in the eyes and I tell you this truly: I am a criminal. I have been a smuggler and a thief all my life. I have stolen people's property, and more than a few women's hearts. But I am no killer. I have never, and will never, been directly responsible for the death of an innocent. I will not start now. I worked for Hildmor because he paid me good money, money that I needed after I came into Sigil with nothing but the clothes on my back and a heart heavy with fear and sorrow. There was a time I saw Hildmor D'Kridis as unto a brother. But it is for this reason that I must end this madness before he hurts anybody else, or before anybody else is killed or hurt in the crossfire of this incessant war.
Call me what you will: Charlatan, Thief, criminal scum...but the one thing you can never call me, nor will ever have the right to call me..is "Murderer." This madness must stop. This insanity must be brought to an end. Everyday that this war continues the Cartel grows more aggressive, and the Harmonium must grow more aggressive in kind. Every day it persists innocent people will suffer because of it. I. Will. Not. Allow. That. Not if I can help it, in any way.

No. No I don't. I'm not noble. I'm a prankster. I care more about a good practical joke than about all of the self-righteousness in the world. But you must know something Sarin: I am an Orphan. An Orphan of a war, a terrible war, that Ravaged my country of Khorvaire. I lost my mother...the only person who has ever truly given a damn about me in the whole cosmos.
I don't want to see any more Orphans. Not if I can help it. I don't want to see women lose their husbands, or children lose their fathers over this war that was caused because one man thought of himself as unto a God: Untouchable.
I'm prepared to give you everything I have. I'm prepared to tell you everything I know about his operations: Smuggling routes, suppliers. I'm even prepared to testify against him if I must. All that I'm asking in exchange is that I be forgiven for the minor crimes I've been accused of, and that I be allowed to walk as a lawful citizen of Sigil. Surely, that's not too much to ask.
