Sullie heads to the Harmonium Barracks to report criminal activity. Following is his official statement:
As I was walking through the market ward today, I saw a large bugbear who identifies as "Pancake" in the bazaar. They were wielding a shield and what appeared to be an anvil on a pole. I told them that they were in violation of the Sigil laws for wielding a weapon. They argued that it was not a weapon, but conceded that it could be used as one if enough force were applied. They said they didn't wish to use that kind of force, and I reminded them that a lack of desire to use a weapon does not make it any less a weapon. They insulted my intelligence, and refused to put the weapon away. I told them that I was headed to report them for the weapon.
Of a lesser consequence, they were also disturbing the peace and interfering with the lawful business of Reina, who had set up a merchant stall. Pancake was insulting both her, and her customers.
