Hive Containment & Treatment Plans

There are ever more alarming reports of a disease that is spreading within the Hive Ward, and it's not yet certain how exactly it is spreading and what it can infect. However I am forming an initial plan for a worst case scenario to have better preparedness to put it in motion.
This will be mostly about the following three aspects: containment, treatment and supplying.
The most crucial part is to contain the Hive Ward. While ideally we would contain only the immediate zone of infection, the Hive Ward would leave the Harmonium too susceptible to attacks from the locals whom are by their ideals against the authorities. Doing so would cost too many resources and impede the chances of actually stopping the disease, if it keeps on spreading.

The thin crimson lines indicate patrol routes checking for anyone with seeming disease symptons. The thicker crimson lines indicate road and bridge blocks. Orange circles indicate supply and treatment points. In those points we can better manage any altruistic efforts to supply and treatment to prevent disease spread better.
With a main line and secondary patrols for anyone showing signs of symptons past the containment. The thicker crimson lines indicating road blocks, thinner lines patrol routes and orange circles indicating supply and treatment locations.
The Harmoniums job in this scenario is only to contain the diseases spread. For that we should re-route any Harmoniums golem assets that in theory cannot carry the disease, and are not affected by it. As such, they are the best asset.
Fiends and other living entities that are not affected by diseases may still possibly carry the disease, as such we should treat them, until confirmation, as a threat if they have visited or met with the infected.
Supply & Treatment
It is without doubt that the more altruistic or opportunistic Sigil denizen will be either bringing necessary supplies to the Hive denizens, or treat them. We should route them toward the supply locations.
Those efforts will likely be organized by other Factions or individuals, any actually experienced or trained healers should be heard out and allowed to operate within the designated area. However this is intended to be a containment, use your brain.
Likely Threat Scenarios
Revolutionary League is likely to act, and this quarantine containment is likely to cause ire in the Hive locals as well. As such an aggressive opposition should be expected, the best action against this is to not act unsympathetically where possible.
Road blocks are likely to be targets for stronger force. As is known, there are explosive substances at the hands of possibly Anarchists, it is best to assume such may be used against road blocks or other targets within the Hive. Best not allow unattended containers to be left by the blockades or treat them as potential threats.
The Under Sigil is another threat, it is likely that some more organized or desperate people may attempt to bypass the containment through those locations.
Anarchy within the Hive Ward may spread if they get an impression of being left to their own devices, that means gangs or anarchists may act more aggressively. Maintaining good information flow and potential task force to send in may be important.
Plan may be updated as more clarity to the situation is gained.
